They will have to level up Strength and Agility a bit before being able to use it, but nothing the requirements are nothing too drastic.

They can purchase it from Master Wenceslas, the huntmaster in southern Kuttenberg, making it a fairly powerful late-game weapon that all trained Marksmen should have.
