There are multiple ways to build Tribbie in Honkai: Star Rail. You can build her with SPD or without SPD, depending on what you want from her in a team. Being able to play Tribbie without SPD is directly related to her buffs and debuffs that are determined by how many turns are left for Tribbie.
As long as Tribbie’s action is not coming, her buffs and debuffs are endlessly there. That also doesn’t affect her DPS since it mostly comes from her Ultimate and Follow-up attacks, which are attacks that need Energy and teamwork. So, since she doesn’t get much benefit from SPD, it’s much better to stack more HP and DMG in her build. However, when it comes to the best Tribbie Light Cone in HSR, things get tricky as there are limited options available.

Since Tribbie is a Harmony unit in Honkai: Star Rail, she can use the other Harmony Light Cones for the extra buffs they have in their passive effects. For example, giving Earthly Escapade to Tribbie allows her to increase her team’s Crit Rate and Crit DMG by 10% and 28%, respectively. It also grants her a decent chunk of Base HP and Crit DMG, which is good for her own DMG. As for the rest of the Light Cone’s effect, Tribbie can’t recover Skill Points, so it’s worthless for her kit. Overall, it’s a decent Light Cone to add to Tribbie’s supportive abilities.

Meshing Cogs gives Tribbie exactly what she needs, which is Energy. However, as a 3-star Light Cone in Honkai: Star Rail, it suffers from a major problem. For characters like Tribbie who have a kit that deals a decent amount of DMG, having a 3-star Light Cone will always hurt their DPS because of its low Base stats.

Memories of the Past has the same passive effect as Meshing Cogs, but with better stats and extra passive. Memories of the Past is a 4-star Light Cone with some standard stats that give Tribbie enough stats to hurt with her attacks. It also grants her some Break Effect, which is good for certain characters and a little bit for Tribbie if she breaks enemies’ Toughness. All in all, Memories of the Past is a decent Light Cone for Tribbie in Honkai: Star Rail if players don’t own Dance! Dance! Dance!

Tribbie is a simple character with simple needs. All she needs is Energy for her Ult and some Crit for her DMG. Her signature Light Cone and her best-in-slot (BiS), If Time Were a Flower, give her exactly that and much more.
Starting from Tribbie’s stats, If Time Were a Flower grants Tribbie an extra 36% Crit DMG, which is good for other Harmony characters like Bronya and Sparkle in Honkai: Star Rail. Additionally, Tribbie’s Talent allows her to launch many Follow-up attacks, which synergize with her BiS that grants her 12 Energy every time she does that. Finally, the 5-star Light Cone also grants Tribbie a supportive ability to buff her allies’ Crit DMG by a whopping 48%.
