In the 21st century, appearing as an ordinary organization, A.I.M became a key player in providing the United States military with weapons and technology that would earn them great influence and power in the U.S. government. Using their advanced technology, they are constantly causing issues for the Avengers and other Marvel heroes.

He recruited villains and made them appear like heroes, with the likes of Bullseye as Hawkeye, Venom as Spider-Man, and Moonstone as Ms Marvel. He also recruited Ares and Sentry, with Sentry being one of the most powerful beings in Marvel. With his newly formed team and other members joining shortly after, Norman created one of the most powerful evil teams in Marvel history.
