He was one of those responsible for the creation of the Homunculus Wrath and in the show, repeatedly asked Roy Mustang to undergo Human Transmutation. In a twist of fate, he misjudged his importance to Wrath and the other Homunculi and was used as a ritual sacrifice for Human Transmutation.

It was later revealed that Kanou had been experimenting on his others without their knowledge and consent. Kanou believed that ghouls were superior beings, and as a result, performed multiple torturous experiments for the sake of his ghoulification surgery. He was responsible for Kaneki Ken’s transformation into a Ghoul, transplanting a ghoul’s organ into him and changing him forever.

Although he viewed Moria’s power and goal as the peak of science, he also joined because he wished to bring his love interest, Victoria Cindry, back from the dead. Despite proclaiming affection for Cindry, his fondness for her was superficial, and he did not regard the lives of his creations too highly either.

Ruthless, efficient and extremely intelligent, Mori Ougai was once an underground doctor, serving as a military physician during the Great War. He forced his protege, Yosano Akiko, to repeatedly use her Healing Ability on injured soldiers in order to send them back to the front, uncaring of the cycle of torture for all involved.

After the war, he served as a doctor for the Port Mafia Boss, only to murder said boss to rise in his place and use his new protege, Dazai Osamu, as a witness to bolster his ascension. Despite his cruelty, all of Mori’s decisions were intended to advance the Port Mafia and protect the city of Yokohama from all threats. In short, he could be seen as a necessary evil, the complete opposite of President Fukuzawa Yukichi’s character.
