As One Piece approaches its Final Saga, more and more characters have started to appear who are able to use Conqueror’s Haki. This is arguably the most powerful ability that one can have in the series as it allows them to overpower others through the sheer force of their will, and is a power that only the strongest characters can use. On the side of the Marines, though, only the former Fleet Admiral, Sengoku, is confirmed to have it.

However, this doesn’t mean that no other Marine can use the power, just that Sengoku is the only one who has it for sure. Because of this, fans argue that other notable Marines can use Conqueror’s Haki as well, namely Garp and Akainu. As Kaido said during his battle against Luffy in the Wano arc, the way to conquer the oceans isn’t through the use of Devil Fruits, but rather, through the mastery and application of Haki. Even among the subtypes of this power, Conqueror’s Haki is the greatest as it manifests the will of the user externally, allowing them to subdue people with weaker wills or even to be used to further enhance their attacks. Every user that has shown this power has had one thing in common; great will or ambition.

Anyone with the will/ambition to change the world or someone at a great level of influence is immediately thought of as a user of this power. Also known as the ‘Haki of the Supreme King’, it can’t be awakened through hard work or training, since one in a million people are born with it and are often put into the greatest and most important positions in the world, as if by fate. The effects of overpowering someone’s will isn’t a given, however, since even incredibly strong characters without this power can withstand its dominating effects.

A Fitting Candidate

Making his debut in the former half of One Piece, Akainu showed himself to be a brutal and powerful character who is perhaps the most terrifying asset that the World Government has at its disposal. Not only is he willing to do anything to ensure his philosophy of absolute justice makes it to every corner of the world, but his unmatched power with his Devil Fruit and already potent Haki abilities make him one of the biggest threats for the Straw Hats.

When he was first introduced in the story, he was a Vice Admiral who killed all the survivors of the Ohara Incident, and then again at the start of the Marineford arc, where he was the greatest single foe faced by the Whitebeard Pirates in the entire war. Akainu’s strength was so great that he was able to kill Ace, deeply injure Whitebeard, and, during the time skip, he even fought against Aokiji in a very close battle which he ended up winning, scorching half of Punk Hazard to become the new Fleet Admiral of the Navy.

When compared to the pirates, the World Government is greatly lacking in terms of members with Conqueror’s Haki, which already puts them at a significant disadvantage. This is precisely why someone at the extremely high rank of Fleet Admiral could have this power, since it shows that they have the adequate level of ambition and strength to call such a power their own. After all, the former Fleet Admiral Sengoku is the only Marine in the series that is confirmed to have Conqueror’s Haki.

Moreover, it makes perfect thematic sense as well, since the Admirals are generally seen as the Navy’s answer to the Emperors of the Sea, all of whom are users of Conqueror’s Haki. So, the one Marine who outranks all the others is destined to have it too. Just like others with this ability, Akainu’s ambition is great since he is the biggest proponent of absolute justice and wants to wipe out all pirates from the seas, as doing so would allow him to forcefully rid the world of evil according to his beliefs.

As One Piece approaches its Final Saga and the users of Conqueror’s Haki are more prevalent than ever before, the World Government’s forces need to be on the level of the pirates if they hope to stand any chance at victory. So, with his destined battles against the pirates and Revolutionary Army to look forward to, Akainu’s Logia Fruit powers can only take him so far, and he will need Conqueror’s Haki by the time he is called to fight.
