Arlong
A Prideful And Misguided Fish-Man

As a species, Fish-Men are physically stronger than humans. In fact, average Fish-Men are about ten times stronger than average humans. Needless to say, they are also vastly superior to any species when it comes to swimming and breathing underwater.
Arlong sees these facts as irrefutable proof that the Fish-Men are superior to humans in every way. As such, it’s only natural for them to rule over the helpless humans, and that is precisely what he and the other Fish-Men in his Arlong Pirates do. He takes over Nami’s hometown, the Conomi Islands, and rules its people with an iron fist.

Crocodile
The Merciless Desert King

Crocodile—codename: Mr. 0—is the leader of a criminal organization called the Baroque Works. This group of powerful Devil Fruit users is the one that plants the seed of rebellion among the good people of Arabasta.
As the one who orchestrated such a bloody conflict in the proud kingdom of Arabasta, Crocodile’s arrogance is off the charts. Add to that the fact that Crocodile is the strongest person in the country (at least before Luffy comes along), and it’s easy to see why he considers himself greater than the King of Alabasta.

Kaidou
A Dragon That Never Knows Defeat

Kaidou is the captain of the Beast Pirates and one of the Four Emperors of the Sea. He is undoubtedly one of the most powerful men in the entire world. Even the Marines and their fearsome Admirals aren’t willing to agitate Kaidou and risk a full-blown war with the Beast Pirates.

As somebody who can transform into a colossal dragon and has mastered every form of Haki, Kaidou has never been beaten in a fight. Kozuki Oden was the only one who managed to inflict a mortal injury on Kaidou, but even then, he managed to defeat Oden using his dirty tricks. For all intents and purposes, Kaidou is a man who never knows defeat. At least, that is the case until a young pirate named Monkey D. Luffy comes along.

Doflamingo
A Ruthless Underworld Broker

Donquixote Doflamingo is the captain of the notorious Donquixote Pirates. He is also one of the biggest underworld brokers—codename: Joker—who sells artificial Devil Fruits and all kinds of weapons to the highest bidder. As if that’s not impressive enough, he is also the unofficial leader of the Kingdom of Dressrosa after he usurped the throne from the Royal Family.
Anybody who manages to achieve all of those things—evil though it may be—will surely have an ego the size of a mountain. Doflamingo is no different. His arrogance also stems from the fact that he is a World Noble, and just like any other World Noble, he has a severe case of superiority complex.

Vinsmoke Judge
A Heartless Mad Scientist

Vinsmoke Judge is the King of the Germa Kingdom and the supreme commander of the infamous Germa 66 army. He is a scientist who once worked with the legendary Vegapunk before they eventually parted ways. From that point on, Vinsmoke Judge began experimenting on his own children, transforming them into enhanced humans designed solely for the battlefield as mercenaries.
The only one of Judge’s children to escape his inhuman experimentation is Sanji, whom Judge considers a traitor. Even then, he has the audacity to force Sanji into an arranged marriage with Big Mom’s daughter so that he can expand his military power. His ambition and arrogance know no bounds.

Sakazuki
A Contemptuous Admiral

Since the beginning of One Piece, numerous individuals have taken up the mantle of the Marine Admirals. These are the best and most powerful people that the Marines have to offer. Out of every single one of them, Sakazuki, also known as Akainu, is by far the most arrogant.

Enels is the self-proclaimed God of the Sky Island. He rules the people with an iron fist, makes absurd demands and will go on a rampage if they go unfulfilled, closely monitors his subjects and delivers severe punishment to dissidents, all while leading a lavish lifestyle while his people struggle to put food on the table.
The term “Self-Proclaimed God” should be more than enough to describe how arrogant this tyrant is. However, digging a little deeper into the terrible things that Enel has done to his people, most of which are done for his own amusement, it becomes clear that this oppressor is not only arrogant, but he is incredibly cruel as well.

Saint Jaygarcia Saturn
A Condescending Elder

Saint Jaygarcia Saturn is one of the Five Elders who command the World Government and the Marines. Despite the Five Elders’ massive influence, only a handful of high-ranking executives, such as the Admirals, know about their existence. This absolute power, paired with total anonymity, makes these old men behave as if the entire World Government and the Marines are their personal playthings.
They couldn’t care less about the death of their soldiers, or any civilian lives for that matter, as long as they can achieve their objectives. Every member of the Five Elders shares this arrogant attitude. That’s why, even though this entry is written singling out Saint Jaygarcia Saturn, all five Elders deserve to be in this position.

Spandam
A Power-Drunk Government Worker

If there’s one thing that all the previous entries have in common, it’s the fact that not only do they sit in a position of authority, but they also have the strength to back it up. That’s why they are so arrogant in the first place. However, that is not the case at all with Spandam.

Saint Charlos
A Despicable World Noble

Saint Charlos is the smug world noble—also known as the Celestial Dragons—who got punched by Luffy in the Sabaody Archipelago. He is undoubtedly one of the most despicable characters in the series, but when it comes to being arrogant, every single World Noble who lives in the Holy Land of Mary Geoise actually deserves to be in this top spot.
These self-righteous nobles may come from different families, but they all behave the same way. They consider themselves better and holier than every single living thing on the planet. That’s why they despise being around regular people and will throw a tantrum if any of those regular folks dare to see or touch them. They even refuse to breathe the same air as non-nobles, which is why they always wear helmets when they go outside.
Although they are called the “World Nobles,” these whiny people have no actual influence over the World Government’s policy, nor are they physically stronger than regular folks. On the contrary, living inside their hyper-privileged bubble all their life makes them physically weaker than average humans. Unfortunately, since they are basically no different from a protective species, if any harm should come to them, the Marine HQ will send one of their Admirals to save the Nobles, punish the perpetrator, and destroy everything around the crime scene. That’s why Saint Charlos and every single World Noble are the most arrogant people on the planet.
