A powerful character is coming to Elbaf. They have deep ties to the land of Elbaf in One Piece.
Rocks was so strong that there was hardly anyone in the world who could hold their own against him. Even the legendary Roger wasn’t strong enough to beat Rocks on his own, and fans already know that Whitebeard was his underling. Garp, another legendary figure from the old era, couldn’t stand up to Rocks either, despite the Navy propaganda that says he beat him. Based on everything that’s been made clear to the fans so far concerning Rocks D. Xebec, it is clear that he was on a completely different level when he was active. Sadly, 38 years ago, on the island of God Valley, Rocks D. Xebec supposedly died at the hands of Roger and Garp. Knowing that they couldn’t take him on alone, the two joined hands and defeated him for good. The island of God Valley was erased from the map, and any information about Rocks D. Xebec was then wiped out completely.

Rocks was at the absolute pinnacle of piracy in the One Piece world. Those who saw him fight know how strong he truly was, and it goes without saying that he was easily one of the top 5 strongest pirates of all time. But, was Rocks the strongest? The answer is likely no. While Rocks was portrayed to be a monster, fans know that Joy Boy was on a completely different level. Joy Boy’s Haki was strong enough to make even Vice Admirals pass out and it affected the Five Elders as well, along with giving Imu the shivers. There is nobody in the One Piece world with a great as good as Joy Boy.

As such, it is clear that the future Joy Boy, or in other words, Luffy, will go on to surpass Rocks D. Xebec. In fact, it is also likely that Blackbeard will surpass him too, given the idea that he likely looks up to him a lot. At the end of the day, however, Luffy will surpass Joy Boy in just about every aspect. Luffy’s Devil Fruit makes him a literal God, while his Haki will definitely have to improve to the level of Joy Boy.
With all these powers, Luffy would be above Rocks D. Xebec. It would also make sense thematically for Luffy to surpass Rocks. After all, Loki was rejected by Rocks and Luffy will likely be accepting of Loki, showing a comparison in the eyes of the latter. As the Elbaf arc goes on, fans will likely find out more information about Rocks D. Xebec and fans absolutely cannot wait to see what he has in store.
