After all, the Marines are the military branch of the World Government and fans know for a fact that at the end of the day, the Marines simply do what the Celestial Dragons want them to do. In other words, they’re pawns in someone else’s game and a show of military force that, more often than not, end up doing harm.

Within the Navy itself, fans know there are many hardliners, such as Akainu, and with him, many others, who believe in Absolute Justice and would go to no lengths to slaughter people. In a safe future, this type of organization cannot be allowed to exist as it does. That is precisely why there needs to be a new Navy organization at the end of One Piece, and Oda has already laid the groundwork for it.

The hardliners of the Navy, such as Akainu, Onigumo, and many others, have absolutely no place in the new world that will be established after the Great War. These are the characters that need to, and will most likely, fall in the Final Saga of One Piece.

Garp, as fans know, has always been a part of the Navy, but he’s always sought reform. Garp wants to raise people who will one day change the face of the world and make the Navy proud. In that regard, he’s already done his job with Koby and the other members of SWORD, who are all kind-hearted and think twice about others before themselves. Together, these elements will play a major role in One Piece once the current order falls and crumbles in the Final War. As that happens, a new world order will be built, and it is highly likely that Fujutora and the others will be a major part of it in One Piece’s endgame.
