As such, it is no surprise to know that fans take every comment or statement of his very seriously. Oda has made many interesting statements over the years about various characters in the story, and one of them was about a special pirate with an eye patch. Rocks D. Xebec Was Just Introduced In Elbaf Again
The identity of Rocks D. Xebec is not fully revealed in One Piece yet, but Oda could very well reveal everything about him in this arc. This is simply because Rocks D. Xebec visited Elbaf long ago, and when he did, he met Loki many times. In fact, Loki even idolizes Rocks so fans will definitely see him in the flesh in Loki’s full flashback, which shouldn’t be too far away now.

As for the eye patch pirate, fans know for a fact that the eye patch pirate might very well be Rocks D. Xebec. For one, there aren’t many new pirates that will be introduced in the final saga of One Piece. The only pirates that the fans have yet to see fully are Rocks D. Xebec, Joy Boy, and the Man with the Burn Scar. The eye patch pirate is most definitely one of these three characters.
