Monkey D. Garp

Monkey D. Garp is Luffy’s grandfather and also the strongest Marine in history. He joined the organization decades before the current timeline, and he impressed everyone with his strength. Garp rose through the ranks rapidly and reached the position of Vice Admiral, after which he decided to decline all promotions to avoid becoming a pawn of the Celestial Dragons.
Garp does not have a Devil Fruit; therefore, he is completely reliant on Haki. Naturally, he underwent arduous training to enhance his physicality and Haki. Garp’s control over Haki was so exquisite that he was able to fight and corner Gol D. Roger on multiple occasions. While Garp is definitely a behemoth, Luffy will eclipse him once the Elbaf arc is over.

Dracule Mihawk

Dracule Mihawk is the strongest swordsman in the world, meaning he is superior to any individual who fights using just swords. Mihawk possesses Yoru, a Saijo O-Wazamono grade blade that he wields with great finesse. One might think that the blade’s size could hinder his combative abilities, but that isn’t the case. Mihawk can use Yoru with both hands and with a single hand.

In addition to his swordsmanship, Mihawk also excels at using Haki. Mihawk hasn’t gone all out in a fight, but his older feats imply that he is on a different level than most characters in One Piece. Some might argue that Luffy surpassed Mihawk in Wano, but it would be remiss not to mention that the former beat Kaido with help from others. However, the Supernova will definitely supplant Mihawk after the Elbaf arc.

Big Mom

Big Mom was the captain of the Big Mom Pirates and one of the main antagonists of the Wano Country arc. She had made it her life’s goal to destroy Luffy after he insulted her. Her resentment towards the Supernova increased further after the conclusion of the Whole Cake Island arc.
As a Yonko, Big Mom was one of the strongest characters in One Piece. She had access to the Soru Soru no Mi, and all three types of Haki. Moreover, Big Mom’s physical traits were superior to those of most. Her skin hadn’t been harmed in years, proving that her defense was a cut above the rest. Since Big Mom and Kaido were on the same level, Luffy wouldn’t have beaten either in a 1v1. But this will change after the Elbaf arc is over and done with.

The Five Elders

For the majority of the series, the Five Elders came off as politicians who held the reins of the world, but this belief was shattered after Imu’s debut, who was revealed to be the actual occupier of the Empty Throne. The Five Elders are ardent believers in Imu and carry out their orders.
Despite their frail appearance, the Five Elders are actually incredible fighters, as evidenced by their display in the Egghead arc. Each of them has an overpowered Devil Fruit with which they can lay waste to an entire army with ease. Luffy witnessed the power of the Five Elders firsthand on Egghead Island, but he failed to stop them. His attacks couldn’t damage them, implying that he needed to grow stronger. Hopefully, the Elbaf arc will give Luffy a push in the right direction, and he will surpass the Five Elders.

Sakazuki
Affiliation: Marines, World Government

Sakazuki is the boss of the Marines and the strongest fighter within the organization. He possesses the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to manipulate magma at will. Furthermore, he can use Armament and Observation Haki to hurt his opponents. While Sakazuki’s Devil Fruit and Haki are extremely powerful, neither of them makes him the most fearsome character in One Piece.
It is his belief in Absolute Justice that sets him apart from other individuals. Sakazuki is a merciless person who will kill anyone standing in his way. It does not matter if the person is a Marine or a regular citizen; he will exterminate them if they try to oppose him. Sakazuki and Luffy have a lot of animosity, especially since the former killed Portgas D. Ace. At the time, Luffy was considerably weaker than Sakazuki, but the pirate will overtake the Marine once the Elbaf arc concludes.

Kaido

Better known as the strongest creature in the world, Kaido was the Governor General of the Beasts Pirates. Since his childhood, Kaido was seen by people as a weapon to wage wars. This affected his perspective and ultimately shaped him into the character that fans saw and adored.
Kaido ate the Uo Uo no Mi, Model: Seiryu, a Mythical Zoan-type Devil Fruit that allowed him to transform into an Azure Dragon. Kaido could also use three types of Haki and their advanced versions, something that only a few characters achieved in their lifetime. While Kaido was beaten by Luffy in Wano, the latter had help from multiple characters. It would be remiss to not mention that Kaido’s stamina was constantly getting drained from carrying the island of Onigashima. So, it is plausible to assume that Luffy would lose to Kaido in a 1v1. But he will certainly supplant Kaido in terms of strength after the Elbaf arc.
