This was brought upon after Loki saw Luffy’s dedication to meeting Shanks. To Loki, it reminded him of his old self. Long ago, Loki Idolized Rocks D. Xebec as well. Fans also got a good glimpse of Xebec in the land of the Giants, and he was immediately approached by Loki Ina tavern. This mirrors how Luffy and Shanks met in Shakky’s bar quite often, where Luffy used to ask Shanks to take him to the sea on adventures as a pirate.

Similarly, Loki kept asking Xebec to take him to the sea with him as a member of the Rocks Pirates. Unfortunately for Loki, the request was denied by the captain, and this led to him challenging Xebec. Immediately after, Loki was seen bloodied up and stabbed with a blade. It is quite clear that this was the doing of Rocks D. Xebec. Despite that, however, Loki still idolizes him.

The bigger question that most fans have right now is why Xebec was in Elbaf in the first place. Of course, it could simply be that Xebec was passing by, but based on his conversation with Loki, it seems that he was in the country long enough for Loki to obsess over him and come to respect him. Furthermore, Elbaf is a special country that not just anyone can visit. There could be many reasons as to why Elbaf was visited by Xebec, but the biggest reason could have to do with Harald.

It is possible that long ago, Rocks D. Xebec and his Rocks Pirates were protecting Elbaf as their territory. This could mean that Rocks had some sort of a deal with the King of Elbaf, Harald. Perhaps, the main reason why Rocks was in Elbaf was to meet King Harald. The reason for this could be multifaceted. It could be that Rocks knew of a threat in Elbaf that he wanted to eliminate, perhaps from the Government, and keep the country safe. It could also have to do with the legendary Devil Fruit of Elbaf, which he might’ve had some interest in. Above all, fans can be sure that he had a relationship with Harald, and possibly aided him at one point.
It is also likely that after Harald died, there was no protector of the country, which could’ve been why he had some sort of a relationship with the Holy Knights.
