One of the two heroes introduced in the Agents of S.H.I.E.L.D. expansion box for Marvel Champions is Maria Hill. This hero plays uniquely, with a core mechanic centered around all-purpose counters. However, she can only move counters from S.H.I.E.L.D. support cards once per round, requiring strategic decisions to extend the lifespan of key support cards.

Additionally, all allies you control gain the S.H.I.E.L.D. trait, enabling various powerful combos. This makes Maria Hill a truly distinct hero. In this guide, we have built four different decks for her, each representing one of the four aspects.
Maria Hill Aggression Deck
Deck List
If you’re playing Marvel Champions on Tabletop Simulator, you can use this deck with the code 48468.
Ally Cards
Your allies will compensate for Maria Hill’s weak attack. While you handle schemes, the powerful allies in this deck will take care of the villain and tough minions for you. Most of your allies are expensive, but thanks to the resource cards in your deck and buffs, they will become deadly weapons.
If you can get Sidearm and Boot Camp into play, their ATK will increase even further. Agent 13 is particularly valuable, as she allows you to play your S.H.I.E.L.D. support cards again.
Meanwhile, Dum Dum Dugan should be prioritized, as he deals the highest damage despite being difficult to play. Ironheart, although fragile, is a cheap ally that can absorb damage for you.
Event Cards
Your event cards serve different purposes. Assess the Situation allows you to draw an extra card, making it easier to play expensive cards in the next round.
Clobber is a cheap attack event, and if it’s the first card you play in a round, it returns to your hand, allowing you to use it as a resource for another card. First Aid extends the lifespan of your tanky allies by healing them.
Support Cards
The Circe is the most important support card to get into play, as it allows you to put powerful allies into play without paying their resource costs, making your game much easier. Since this deck contains several expensive cards with a resource cost of six, a significant number of resource cards are included.
Field Agent synergizes well with Maria Hill because all your controlled allies gain the S.H.I.E.L.D. trait, reducing their consequential damage and keeping them on the board longer. Government Liaison is another key setup card, as it makes S.H.I.E.L.D. cards cheaper to play, allowing you to afford your six-cost cards more easily.
Team-Building Exercise further reduces the cost of S.H.I.E.L.D.-traited cards, making expensive allies like Agent 13 and Nick Fury more affordable.
Upgrade Cards
The Enraged upgrade makes your allies even deadlier but increases their consequential damage. However, this can be mitigated with Field Agent, Med Team, and First Aid. Lie in Wait is also useful for dealing with weaker minions without having to use your allies.
Maria Hill Justice Deck
Deck List
If you’re playing Marvel Champions on Tabletop Simulator, you can use this deck with the code 48470.
Ally Cards
Your allies are included to cover Maria Hill’s low ATK and synergize with other cards in the deck. This is why high-ATK allies are featured. While Maria Hill focuses on thwarting, you can use Banshee, Daredevil, and Melinda May to deal damage to the villain or minions. Dum Dum Dugan is a staple in a Maria Hill deck due to his high damage output.
Thanks to Field Agent, you can reduce your allies’ consequential damage and keep them in play longer. Monica Chang is particularly useful, as she allows you to play Surveillance Teams for free, creating combos with other cards or keeping schemes under control.
Event Cards
With cards like Pivotal Movement, you can deal significant damage to the villain if there’s no threat on the main scheme, allowing you to finish the game quickly. Since Maria Hill has the Spy trait, Breaking and Entering helps remove threats, reinforcing this deck’s control over schemes.
Global Logistics lets you manipulate the encounter deck, discarding frustrating cards before they become a problem. If the threat levels are too high to control schemes normally, Homeland Intervention allows you to exhaust your numerous S.H.I.E.L.D. cards to remove large amounts of threat.
Player Side Schemes
This deck includes two player side schemes. Build Support allows you to play whatever you need at the moment once defeated. If you get Sky-Destroyer into play quickly, it will make the game much easier right from the start since your deck is filled with S.H.I.E.L.D. cards.
If Sky-Destroyer is already in play, Tac Team serve as a solid alternative. Lay the Trap is also useful when there are no side schemes to deal with and the main scheme’s threat is under control, providing additional damage to the villain.
Support Cards
This deck includes many support cards, and the more you set up, the easier your game becomes. Government Liaison and Team-Building Exercise make expensive cards more affordable, so don’t hesitate to play them whenever possible. Sky-Destroyer is a priority to get into play quickly.
You can even ready it multiple times in a single turn with cards like On the Double or Agent 13. Move the all-purpose counters from Surveillance Team onto The Illiad to extend its lifespan and maintain control over the board. Tac Teams are particularly valuable for covering Maria Hill’s weak attack.
Upgrade Cards
This deck contains very few upgrades. Aside from Maria Hill’s hero upgrades, the only Justice aspect upgrade is Followed, which is focused on dealing damage. Since controlling schemes will already be easy with this deck, defeating a scheme with Followed attached will let you deal four damage to any enemy, making your game plan even smoother.
Maria Hill Leadership Deck
Deck List
If you’re playing Marvel Champions on Tabletop Simulator, you can use this deck with the code 48472.
Ally Cards
As with other Maria Hill decks, your allies are selected to compensate for her low ATK, prioritizing those with high attack power. Beast, despite his four-cost, offsets it by adding a resource card to your hand and has high ATK. Gentle helps end the game quickly by dealing significant damage to the villain.
Since this deck also includes Field Agent, you can keep your allies in play longer by preventing consequential damage. Victoria Hand is valuable because she can ready one of your S.H.I.E.L.D. support cards, allowing you to make better use of cards like Command Team, enabling an ally to activate once more.
Yondu is another key piece of the deck, as he does not take consequential damage when attacking.
Event Cards
With Make the Call, you can play allies from your discard pile, letting you summon the best option based on the situation. Ready for Action grants Tough status to your allies, allowing them to absorb damage while Maria Hill focuses on thwarting.
Sneak Attack enables you to temporarily bring powerful S.H.I.E.L.D. allies like Dum Dum Dugan, Nick Fury, or Nick Fury Sr. into play until the end of the phase, making use of their abilities or basic actions.
Player Side Schemes
Since Maria Hill’s thwart is already decent, defeating Call for Backup lets you put an ally into play for free. Deploying powerful allies like Dum Dum Dugan or Nick Fury can turn the tide in your favor.
Support Cards
Command Team allows your allies to activate multiple times. This is especially useful with Yondu, as he does not take consequential damage from attacks. Med Lab lets you bring back a defeated ally when switching to your Alter Ego form, ensuring you don’t permanently lose valuable allies.
Sky-Destroyer is essential—exhaust Maria Hill during the first round to draw it and play it as early as possible to maximize its impact. The Circe, though expensive, becomes much easier to play with resource-generating cards like Government Liaison and Team-Building Exercise.
Once in play, it allows you to put allies into play for free, significantly easing your game plan. Be sure to maintain all-purpose counters on this card using Maria Hill’s Reassignment ability.
Upgrade Cards
This deck includes upgrades that enhance your allies. If Yondu is in play, attaching upgrades to him is particularly rewarding since he does not take consequential damage. Rapid Response is crucial for reviving key allies when they are defeated, ensuring your allies remain in play and continue to contribute effectively.
Maria Hill Protection Deck
Deck List
If you’re playing Marvel Champions on Tabletop Simulator, you can use this deck with the code 48474.
Ally Cards
Your deck includes a significant number of allies that are both tanky and capable of dealing high damage. Luke Cage, Rockslide, and War Machine are all durable allies that compensate for Maria Hill’s low ATK by dealing substantial damage.
If you manage to get The Circe into play, you can put allies into play for free, making their high costs a non-issue. Your non-Protection Basic allies also synergize well with other S.H.I.E.L.D. trait cards in your deck.
Event Cards
While you can rely on your allies for defense, Maria Hill’s DEF value of two allows her to hold her ground as well. To further reinforce your defense, this deck includes Desperate Defense.
Additionally, to boost your offensive capabilities, three copies of Powerful Punch are included. These allow you to potentially eliminate attacking enemies before they can deal damage to you.
Support Cards
With Field Agent, you can protect your high-damage allies from consequential damage. Since this card has the S.H.I.E.L.D. trait, it synergizes well with your other cards. Hangar Bay ensures that allies who defend without being defeated will ready again, and since your allies are already tanky, this works in your favor.
Med Team allows you to heal both Maria Hill and your key allies, keeping them in play longer. Tac Team provides additional offensive capability while also generating all-purpose counters for cards like The Circe or The Iliad.
Upgrade Cards
This deck doesn’t require too many upgrade cards. Armored Vest is sufficient, offering increased defense. However, since Maria Hill is generally better utilized for thwarting, this card serves as a safety net for emergency situations.
