After reaching the quest marker in Arlathan Forest, you’ll find other Veil Jumpers gathered at the beginning of the quest, and Bellara will speak with them.

After a while in ‘The Smuggled Relic Case’ quest, you will find Neve and Bellara in Bellara’s room.

After completing ‘Where The Dead Must Go’ and ‘The Dragon Slayer’ quests, you will talk with everyone about the final events. Then, Neve or Lucanis will rejoin the group. Bellara will talk to the returning character:

At the end of the ‘Something Wrong’ quest, after collecting the samples, the First Warden will arrive.

In the ‘Siege of Weisshaupt’ quest, when confronting the First Warden, you can convince him diplomatically.
