You’ll need to unlock the Docks region by reaching the Enforcer 1 rank. Once there, you’ll need to unlock access to Salvador Moreno – the Coca Leaves supplier.
Moreno sells Coca Seeds which will need to be grown in grow pots.
There is only one variation of Coca Leaves available, unlike the previous drugs which have different quality levels. You need to use the drying rack to process the Coca Leaves to increase their quality.
