When Goku first manifested Ultra Instinct Sign in Dragon Ball Super episode 110, “Goku Enkindled! The Awakened One’s New Ultra Instinct!”, even the Gods of Destruction were in awe. Somehow, this mere mortal managed to achieve a form that even they struggled with. In the latter parts of Dragon Ball Super‘s Tournament of Power, Goku even unlocked Perfected Ultra Instinct, a form indicative of his mastery of the state. So, does this mean that Goku’s mastery of Ultra Instinct has already surpassed that of Beerus’?

For anyone needing a little refresher, Ultra Instinct is the unique state or ability that allows its user to fight without thinking; to dodge, parry, or block any attack coming from any angle, automatically. At a higher level of mastery, the user can also launch attacks without wasting time thinking about launching said attacks. To achieve it, one’s mind must be free of any mental or emotional distraction; an insanely difficult feat to do while fighting, which is why even the Gods of Destruction struggle to attain it.

Does Beerus Even Have Ultra Instinct?

In the Manga: Yes. In the Anime: Likely

Before comparing Beerus and Goku’s mastery over Ultra Instinct, does Beerus even know how to use it at all? The answer is a little confusing because he’s only ever used it in the Dragon Ball Super manga. In the manga’s Zeno Expo, instead of warriors from Universe 9 and 7 duking it out, the twelve Gods of Destruction participate in a battle royale. It’s during this fight that Beerus uses Ultra Instinct. Goku even noticed that Beerus was dodging attacks as if he had eyes at the back of his head, which led to Whis telling him about Ultra Instinct. So, if you’re talking about the manga, then yes, Beerus can definitely use Ultra Instinct. The problem is, the manga and anime are different continuities, and one difference is that the Zeno Expo’s Destroyer battle royale never happens in the anime.

In the anime, it’s never been explicitly shown whether or not Beerus is capable of entering the Ultra Instinct state, but it’s likely that he can. After all, Beerus is the strongest God of Destruction, in both the anime and the manga. So it should stand to reason that the most powerful God of Destruction, can at the very least, use Ultra Instinct, even if it’s not at the same level as the Angels. However, since he’s never shown it, it’s tough to gauge his mastery over it, but for now, just assume that it’s the same as the manga.

Beerus’ Strength May Lie Elsewhere

Judging by what he’s shown in the Dragon Ball Super manga, Beerus doesn’t have as much of a grasp of Ultra Instinct as Goku currently does. In the Zeno Expo battle royale, even though Beerus managed to use Ultra Instinct, it was still imperfect, and he still eventually got hit by Mule, Universe 3’s Destroyer. Additionally, Whis stated in both the Resurrection ‘F’ manga and anime that Beerus hasn’t mastered the ability. Based on what he’s shown, most people assume that Beerus has only achieved Ultra Instinct Sign so far. As for Goku, not only has he mastered it, but he has even developed his own better version called True Ultra Instinct.

Again though, the Dragon Ball Super anime and manga are different continuities, so it’s entirely possible that anime Beerus has some hidden Ultra Instinct techniques that far surpass anything anime Goku has. However, that hasn’t happened yet, so until proven wrong, it’s safe to assume that, like his manga counterpart, Beerus has yet to master Ultra Instinct. Beerus’ main discipline seems to be with Ultra Ego, another powerful state that is said to be the opposite of Ultra Instinct.

But Then, Why Is Goku Still Weaker than Beerus?

Ultra Instinct Isn’t the Be All, End All of Power

Even with Goku’s True Ultra Instinct, a form that’s even stronger than Perfected Ultra Instinct, he is still incapable of beating Beerus. Why is that? Well, at the end of the day, Ultra Instinct is just another transformation or technique. Learning it will make you stronger, but not the strongest. Goku still has his physical limits, and the fact of the matter is, his limits are still just weaker than Beerus’. It’s like if a baby learned karate and tried to fight a fully grown adult who doesn’t know karate. Additionally, as some fans may already know, there are a lot of characters in the Dragon Ball multiverse stronger than Goku, and many of them don’t use Ultra Instinct.
