The Hokage in Naruto is the head of the hidden leaf village. In most cases, you have to be the strongest ninja in the village to be considered for the position of Hokage. There are very few exceptions to this case, such as unpredictable situations requiring an emergency Hokage to take position. So far, there have been a total of seven Hokage in the history of the Hidden Leaf Village.
Different generations of the Hidden Leaf Village have different power ceilings, making the strength of each Hokage vary by quite a bit. This makes you wonder which Hokage was the strongest of them all.

The Temporary Hokage
Danzo Shimura
Danzo was chosen to be Hokage because Tsunade was out of commission after Pain’s attack. Danzo is rather weak compared to the real Hokage. He needed Orochimaru to experiment on him with Hashirama cells and steal a bunch of Sharingan to even stand a chance against Sasuke.
Sasuke still managed to kill him several times, making Danzo use Izanagi and sacrifice every eye. The only reason Danzo managed to get the Hokage seat is because of the old-fashioned thinking of the two elders. Otherwise, Kakashi was still stronger than Danzo at this time.

The Fifth Hokage
Tsunade Senju
Tsunade is the best medical ninja in the Naruto universe. While she appears young, she’s a seasoned veteran with decades of war experience. Tsunade is one of the rare exceptions to the rule that medical ninjas must not stand on the front lines in battle.
She can ignore this rule because her regenerative capabilities allow her to recover from nearly any kind of fatal injury. She even survived getting severed in half. However, Tsunade’s lack of versatility was a huge weakness, making her rank lower than the rest of the Hokage.

The Sixth Hokage
Kakashi Hatake
Kakashi was famous as the copy ninja throughout the ninja world, thanks to his Sharingan. However, he loses it by the time he becomes Hokage, making him significantly weaker. On the other hand, not having the Sharingan increases Kakashi’s chakra reserves by quite a bit.

The Third Hokage
Hiruzen Sarutobi
The Third Hokage was known as the professor who knew countless Jutsus. Many statements say he was the God of Shinobi in his prime days, but he has no real feats to back those statements up. Additionally, this was later retconned by making Hashirama the God of Shinobi.
The best feats of Hiruzen came from the war arc when he was reanimated by Orochimaru. In the war, he was able to dodge Obito’s truth-seeking orbs and even hold his own against the Guruguru Zetsu.

The Second Hokage
Tobirama Senju
Tobirama Senju, the younger brother of Hashirama, was the genius behind many famous forbidden jutsu, including Shadow Clones, Flying Raijin, and the Reanimation Jutsu. While he’s certainly a controversial figure due to his treatment of the Uchiha, his strength is undeniable.
Tobirama was strong enough to fight Izuna Uchiha one-on-one and come out as the victor. He was also the master of water-based Jutsu. Without a doubt, Tobirama is one of the strongest Hokage in history.

The Fourth Hokage
Minato Namikaze
Minato is the prodigy who graduated from the academy at the youngest age, beating even the likes of Itachi Uchiha. Minato was the fastest ninja of his time, being able to see through Obito’s abilities immediately. He was also an incredible asset during the Fourth Great Ninja War.
Minato was this strong without any special abilities or Kekkei Genkai. With his intellect and speed, he can take out almost any ninja. Only a few people who have potential beyond human imagination can give Minato a challenge.

The First Hokage
Hashirama Senju
The first Hokage Hashirama formed the Leaf Village with the help of Madara Uchiha. Hashirama was known to be the pinnacle of ninjas. He was so strong that he was famous for keeping tailed beasts as pets. He eventually distributed them among different villages to maintain balance.
Even with the perfect Susanoo-cloaked Kurama, Hashirama was able to subdue Madara and defeat him. Hashirama is, without any doubt, the strongest non-Six Paths Naruto character. Only those who have Six Paths powers can defeat Hashirama.

The Seventh Hokage
Naruto Uzumaki
Naruto finally fulfills his dream of becoming Hokage, staying true to his promise of surpassing all the Hokage who came before him. Adult Naruto with Kurama is the strongest human in the Naruto universe, alongside Sasuke. The gap between Adult Naruto and all of the previous Hokage is insurmountable.
Naruto, as an adult, is so strong that he can take on all the previous Hokage at the same time and defeat them without breaking a sweat. Naruto has Six Paths powers, along with some of the best Taijutsu. He is also the fastest Shinobi with regenerative abilities greater than Hashirama and Tsunade.
