If there’s one thing that fans were fascinated by in One Piece chapter 1143, it was the reveal that not just anyone can wield Ragnir. This weapon cannot be lifted by everyone, which is why it was always with Loki, even when he was crucified, and left to rot in the Underworld. His weapon was always going to be by his side. This is quite similar to how Mjolnir works. As fans know, not just anyone can wield Mjolnir. Anyone deemed unworthy of Mjolnir cannot lift it.

Similarly, Ragnir cannot be lifted by those who are unworthy. This weapon possesses tremendous power, but it can only be lifted by a select few. Loki seems to be the only person capable of lifting it, and not even his brother, Hajrudin can. Perhaps, this just goes to show how terrifying its power is.
