Civilization 7 reworks the victory system from previous games in the series by introducing Legacy Paths. These are sets of objectives available in each of the game’s ages that offer benefits in the following age when completed or, in the modern age, grant access to a victory condition when completed.

Legacy Paths in Civilization 7 are organized into four categories, reflecting the four victory conditions available: Military, Economic, Scientific, and Cultural. In each age you’ll have access to one Legacy Path from each of these categories, based on the current age. Pax Imperatoria is the Military Legacy Path available during the Age of Antiquity, requiring players to establish and/or conquer settlements to gain points.

Pax Imperatoria is one of the easier Legacy Paths to complete since it only requires you to establish or conquer settlements. To complete the path, you’ll need to earn 6 points, with 1 point being rewarded for each settlement established, and 2 for each settlement conquered.

Naturally, this means that conquering settlements is more efficient for completing this path, assuming you have a strong military (and since this is the military legacy path you’re probably planning on having a strong military.) Prioritizing research that provides access to newer and stronger military units, and especially siege units, will make it easier for you to take advantage of the double points for conquered settlements.

Civilization VII Beginner Tips Civ 7 Towns Cities Growth

You can also quite easily build enough settlements to meet the requirement without going to war if you’re willing to take things a little slower. Prioritize Civic Policies that increase your settlement limit to minimize penalties for rapidly settling, and take advantage of Civ Specific Abilities like Rome’s unique Commander to further speed things up. (In this example, you can quickly settle some extra cities by leveling up roman commanders fighting against independent powers, then using their charge to instantly create towns.)

Nonetheless, the fastest, and likely intended, method of completing Pax Imperatoria is by conquering towns and cities belonging to other civilizations or independent powers. If you’re trying to avoid starting wars with major powers on your doorstep, it’s best to either fight further afield or conquer independent powers after they establish their towns.
