Civilization 7‘s Legacy Paths are crucial to achieving any kind of victory, with different tasks and objectives depending on your chosen method and the current Age in the game. During the Age of Exploration, players who are pursuing an Economic Victory will want to pursue the Treasure Fleets Legacy Path.
Treasure Fleets are produced in Civilization 7 by settlements in Distant Lands that have access to at least one “Treasure Fleet Resource.” They’ll be produced more quickly if more resources are available, and provide a boon of gold when brought back to settlements on the mainland. This guide will discuss how Treasure Fleets work and what you should do to make the most of them.

Civilization 7 features dozens of leaders and Civs for fans to try out, and this guide shows how to gain access to all of them.
How to Produce Treasure Fleets
In order to produce treasure fleets in Civilization 7, you’ll need to establish settlements in Distant Lands. These settlements must have access to at least one “Treasure Fleet Resource.” You can check if a resource is a treasure fleet resource by hovering the mouse over it and reading the tooltip, but generally it will be things like sugar, tea, and spices.
Once the settlement is established and is actively working the tile the resource is on, you’ll need to build a Fishing Quay in that settlement on a tile that is connected by ocean to one of your homeland settlements. Naturally, this means that both the Distant Land Settlement and the Homeland Settlement should be coastal.
By Opening the Resource Assignment Menu, you can see how long it will take for a Settlement that has Treasure Fleet Resources to create a Treasure Fleet.
How to Use Treasure Fleets
Once a treasure fleet has been produced, you’ll need to send it across the ocean and into the border of one of your homeland settlements. If you’re at war, or there are hostile independents nearby with a navy, you’ll want to send naval units to escort the treasure fleets and fend off any threats that could sink them. Once they arrive inside the border, you can use the Unload Action to gain a healthy chunk of gold and increase your score on the Treasure Fleet Legacy Path.
You’ll need to escort 30 Ships back home to complete the Legacy Path, which shouldn’t be too much trouble as long as your settlements are positioned well, and your fleets are well protected.
