To be more specific, the First World did not have Devil Fruits, and this is clear from the fact that the Harley doesn’t mention anything pertaining to these fruits in the sacred texts. The real Nika is mentioned in the Harley to have emerged in Feb First World, but after the total destruction of the world, it is unclear as to what happened to him.

Regardless, the Harley clearly tells the fans that the Devil Fruits came into existence during the Second World. Here’s what the Harley states:

The key part here is the Second World, where the Harley essentially states that the Forest God gave birth to the Devil Fruits. This was likely caused by a technological advancement, which makes sense because the world from 900 years ago was far more advanced than the world that fans see today in One Piece. Piecing everything together, what can clearly be said is that Devil Fruits were born around the time of the Void Century, and the way to bring them to life was to simply wish for them to exist.

Slaves and those who benefit from slavery always exist, and if slavery is rampant, then the most wished-for thing would, undoubtedly, be freedom, which subsequently means that the Nika Devil Fruit would’ve been the first to come to life.
