During the last stretch of Suikoden 1 HD Remaster you’ll recruit enough party members to level your castle up to its final stage. Once you hit this level, a few of the most desirable characters will become recruitable.

This guide will cover that handful of late-game recruits that will become available at this point. A number of them appear in dungeons, so we’ll point you to where you’ll find them. With this guide you can assuredly locate the final characters and assemble all 108 Stars of Destiny.
How Do I Know If My Castle Is Level Four?
The Toran Lake castle will level up when you hit a certain number of troops. Once you have 25 recruited characters, it will reach level two, at 45 recruits, it will reach level three, and once you have 90 recruits, it will reach level four.
Characters who have left your army temporarily will not count toward this total. This happens with a few characters during the last quarter of the game. Including Viktor once you have killed Neclord.
Every time you enter your castle, and it has leveled up, you will be shown an image of your castle developing. There will be a massive flag draped in front of your castle once it hits level four.
If you feel like your castle should level up, and it hasn’t yet, try to leaving by boat and coming back again. There’s a good chance it will level up for you.
How To Recruit Leon Silverberg
Of all the recruits that require a level four castle, Leon Silverberg is the character you want to target immediately. All you need to do is head to Kalekka and talk to him once you have your level four castle, then, head back to Mathiu and tell him what Leon told you. Mathiu will write you a letter, at which point you simply need to take it back to Kalekka, give it to Leon, and he’ll join you.
Easy, right? Well, you can’t give the letter to Mathiu unless he is in his room, and once you enter this part of the game, Mathiu is very rarely in his room. Instead, he’s in the command room, waiting for you to agree to move forward with the next step.
Once you enter the Shasarazade dungeon, it will officially be too late, and you will permanently lose the ability to acquire Leon, locking you out of a complete game.
How To Recruit Clive
No character has as much misinformation surrounding them as Clive does. I don’t know why, but to this day, you’ll hear a tremendous amount of people who are still confused about how to recruit him. However, it is simple. Once your castle has reached level four, go to Rikon. Clive will sometimes appear in the corner of the inn once your castle is fully leveled up. Once you see him, talk to him, and he’ll agree to join you.
If you go to the Rikon inn, and he isn’t there, and you are absolutely certain your castle is level four, don’t worry: Clive’s appearance is random. Just exit the village, return to the world map, and then reenter. Keep doing this until he shows up in the inn. I assure you, he will eventually show up if your castle is the correct level.
Some people claim that Clive appearing is not random. This is utter nonsense. I confirmed it myself. I kept exiting and entering the Rikon inn when my castle was level four. Sometimes he was there, sometimes he wasn’t. Don’t listen to the lies. If you know your castle is level four, just keep leaving Rikon and reentering until you see him.
How To Recruit Crowley
Crowley is found in the part of the Qlon Temple that is halfway to where you claimed the Star Dragon Sword. You’ll be able to see him on the left as you travel down a long hallway. From the room where you found the Window Crystal, head to the southeast exit, in the next room, head up the stair and through the door on the north side of the room, then, in the next area, head down the stairs: Crowley is in the area that follows.
Once you see Crowley on your left, head up and around so that you are north of him. Now, head down as far as you can go, then left, then down, then right, and finally, down again. You’ll now be standing in the clearing with Crowley. If your castle is level four, they’ll join you.
How To Recruit Pesmerga
Another character you won’t be able to recruit until you have reached a level four castle is the super-cool Pesmerga. He’s another character that will require you to work through an already-completed dungeon in Neclord’s Castle. Pesmerga will be standing in front of the organ on the top floor. Right where you fought the nefarious vampire.
If you have been recruiting every possible character at every point in the story, then you will almost have enough characters to be able to recruit him. You’ll just need a few more, who you can obtain immediately once you enter into the Dragon Knight’s Fortress.
