Sure, not everyone is going to head into town and start blasting, but if players are antagonized by an NPC, they might think that they have a right to defend themselves by letting their gun do the talking, and that kill is most certainly going to cause players to lose honor.
Whether it’s meeting people in the wild or greeting strangers that have no interest, killing them for lacking manners isn’t going to grant honor, nor is it a valid excuse to the law, so just try and avoid anything hostile that involves innocent folk minding their business. Gangs though? That’s fair game.
