Caesar has always held an interesting place in the overall story of One Piece and the eyes of the community. Transitioning from a despised and hai kid villain to a beloved “meme” character, Caesar has had a fairly puzzling development throughout his time in the series. Although his importance in the story is much smaller than his debut as the primary antagonist of the Punk Hazard Arc in One Piece, he has found an interesting niche as a strange ally to some of the more important characters in the series, including the Straw Hats themselves.
However, compared to many other villains in the series, Caesar actually served a fairly substantial role in One Piece well beyond the events of Punk Hazard. Although he hasn’t been the most impactful character in terms of the lore of One Piece, his proximity to legendary figures, including Vegapunk, Luffy, Doflamingo, and more, makes him a character that keeps returning again and again. Caesar Was A Prisoner Of Law And The Straw Hats After His Defeat
The Pirates Kept His Heart To Control Him
Although, in the past, Caesar was an important scientist who worked in the shadow of Vegapunk, during the events of Punk Hazard, it was revealed that Caesar was performing horrific experiments on the island to create and sell weaponry and, most importantly, One Piece’s SMILE Devil Fruits. Additionally, on Punk Hazard, Caesar performed horrific experiments on children, causing them to become addicted to harmful drugs. In many ways, Luffy defeating Caesar was one of the most satisfying takedowns in the series so far.

However, unlike most villains that are just left behind for the Navy to apprehend, Luffy, and his new ally Law, still needed Caesar around to use as a bargaining chip. By stealing Caesar’s heart with Law’s Op-Op Fruit, the crew was able to keep the Gas-Gas Fruit user as a prisoner aboard the Thousand Sunny as they sailed to Punk Hazard. Here, the Straw Hats and Law planned on using Caesar as leverage against Doflamingo since the Warlord needed the scientist to keep producing SMILE Devil Fruits. Ultimately, this would also cut off the supply of SMILE Devil Fruits to the Captain of the Beast Pirates, Kaido, their final target.

On Dressrosa, Law attempts to negotiate Caesar’s fate with Doffy, though it quickly seems obvious that Doflamingo is simply looking to take him back by force. Caesar is then taken aboard One Piece’s Thousand Sunny with some of the Straw Hats, escaping Dressrosa. However, as they are escaping, they encounter the Big Mom Pirates, who also want to capture Caesar for their own reasons. After yet another close call, the Straw Hats and Caesar barely manage to evade them before landing on the moving island of Zou.

Although he spent some time on Zou creating medicine for the Mink Tribe, the Big Mom Pirates, led by Capone Bege, quickly found them, leading to both him and Sanji being captured and brought to Whole Cake Island. During the events of One Piece’s Whole Cake Island Arc, Caesar was given a new lab by Big Mom in order to continue researching, this time completely, for the Big Mom Pirates. However, soon after, he is freed by Bege, who needs him for his assassination plot against Big Mom and is also in possession of his heart currently. For his plan, Caesar was forced to create an extremely lethal weapon that would be enough to take down Big Mom.

After the failure of his weapons in the Big Mom assassination plot, Caesar was a major player in assisting characters like Bege in escaping from the scene. After the alliance between Bege and One Piece’s Straw Hat Pirates ended, Bege returned Caesar’s heart. After this, the scientist was quick to leave behind his former captors, moving on to new things. Soon after, in a Wano Cover Story, Caesar reunited with a former ally of the scientific MADS Pirates, Vinsmoke Judge, and the two formed the NEO MADS, a group made to surpass Vegapunk’s scientific achievements.

However, the last mention of Caesar in One Piece so far was during the Egghead Arc, when Caesar and Judge witnessed Vegapunk’s final message. Since this was his death message, it ultimately defeated the purpose of the NEO MADS, causing the duo to argue. Still, in the future of One Piece, it seems likely that Caesar and the NEO MADS will return to become relevant in the story once again.
