As many One Piece fans already expected, Blackbeard is gearing up to be one of the biggest threats at the end of the series. While many characters in One Piece’s Final Saga have had fairly straightforward journeys, mainly moving from one place to another to do things like finding the Poneglyphs of One Piece or capturing pirates, Blackbeard’s plan has been a bit more complicated. So far, Blackbeard has been tasking his crew with various missions throughout the New World, splitting into groups to complete certain elements of a larger plan. Some of the things that the crew have accomplished include kidnapping Pudding from the Big Mom Pirates, capturing the likeness of the Elder Saturn, and defeating the Heart Pirates in combat.

Some smaller things that the Blackbeard Pirates have been up to include stationing Laffitte to keep an eye on Umit’s Shipping Company, an important underworld shipping company that provides food for One Piece’s Mary Geoise. Finally, as many fans already know, Blackbeard’s final goal in One Piece is to form a kingdom of pirates that is officially sanctioned by the government.

Firstly, with Laffitte observing Umit’s Shipping Company, the pirate group may be attempting to overtake the operation, taking control of the supply chains that directly aid One Piece World Government. To do this, since the security of the shipping company may be tight after the Revolutionary attacks, they may need the assistance of Devon, utilizing the visage of a high-ranking World Government official in order to make the takeover much easier.

From here, Blackbeard could use his leverage over the World Government to force them into letting him create his nation of pirates, officially fulfilling his dream.

Hopefully, although it may not be during the Elbaf Arc, Blackbeard will enact his endgame plan in One Piece.
