While the Marines have always had a certain presence, the new age has taken the seas by storm, both for pirates and the Navy. In other words, there are many within this organization who are now either unfit for carrying out their duties, or should simply pass on the mantle to the next generation.

Tsuru
Marine Rank: Vice Admiral
Tsuru is a Vice Admiral who fans know to be quite famous. She’s also quite powerful, as is evident from her position as a Vice Admiral. She has a Devil Fruit ability, and on top of that, access to two types of Haki as well. While fans have never seen her true strength, it is highly unlikely that they will ever get to see it.
Suru is quite old and while she certainly does have a lot of wisdom and is tactically brilliant, she needs to call it a day and let the next generation take over. This is especially true now, since Tsuru’s granddaughter, Kujaku, is a part of the next generation of the Navy. For now, she simply needs to sit back and enjoy her retirement, while not worrying about what becomes of the world.

Drake
Marine Rank: Rear Admiral (Formerly)
Drake is a member of the SWORD section of the Navy. He was introduced as a Captain of the SWORD, and in Wano, he certainly had a very important role to play. Towards the end of Wano, Drake was left injured, however, he was still alive.
It is unknown whether Drake managed to survive or not, and the Navy have not heard anything from him since either. If Drake is dead, then, of course, he wouldn’t have to retire. However, if he truly is alive and does return later down the line, which is a big possibility, then Drake simply needs to call it a day and give up life as a Marine. Even though he is quite young, he has suffered a lot already and it would be cruel for Oda to put him through more ordeals.

Sentomaru
Marine Rank: Marine Officer (Formerly)
Sentomaru was a member of the Marines. He was once a bodyguard of Vegapunk, however, after the timeskip, he was officially given an unknown Marine rank. After the events of Egghead Island, Sentomaru cannot continue as a part of the Navy.
Essentially, the World Government will consider him to have defected. He went against Kizaru, and did his best to protect Vegapunk. At this point, he cannot retire as a Navy man. What he does next and where he will go remains to be seen. For now, fans simply need to work under the assumption that Sentomaru has already left the Navy and will not have anything to do with this organization any longer.

Fujitora
Marine Rank: Amiral
Fujitora is one of the strongest Marines to have ever existed in One Piece. He is an Admiral and that is proof of the fact that he is quite an important figure in the story. Fujitora has a very strong sense of justice, and he always wants to do what is right. He also has a very kind heart, and, essentially, his ideals go against Sakazuki and his Navy.

Fujitora also despises the World Government, specifically those sitting at the top, also known as the celestial dragons. If there is ever a rebellion from within the Navy against the World Government, fans can expect him to take part in it. Otherwise, at some point, he will have to retire from the Marines because this organization doesn’t suit his ideals at all.

Sengoku
Marine Rank: Fleet Admiral (Formerly)
Sengoku is one of the oldest members of the Navy. He was the former Fleet Admiral of this organization, however, after the events of the Paramount War, he wanted to resign. Eventually, Sengoku took up the position of Inspector General, and while he does have a lot of time to relax now, he is still officially a part of the Navy.
He raises the next generation as well, and Sengoku still has some other responsibilities that he needs to let go of. It is time for young blood to take over in the Marines, and Sengoku simply needs to sit by and enjoy the rest of his life in retirement.

Garp
Marine Rank: Vice Admiral
The Hero of the Navy, Garp is yes another old Marine who needs to call it quits and retire. Just like Sengoku, after the Paramount War, he wanted to retire. Instead, Garp was asked to keep the title of Vice Admiral and play a role in raising the next generation.
Garp has done his duty diligently ever since, and recently, on Egghead, he was heavily incapacitated. It is unknown if Garp will come out of the whole ordeal alive. However, if he manages to survive the time with the Blackbeard Pirates, then he needs to stop being a marine and enjoy the life of retirement.
