Thomas Andre, The #1 Hunter
Thomas Andre is an S-Rank Hunter from the USA. He is no ordinary S-Rank Hunter either. He is recognized as the World’s Strongest Hunter and is one of the 5 National Level Hunters. His power is so immense that it is comparable to the USA’s entire military power.
He is also the Guild Master of the Scavenger Guild, the strongest guild in America. Scavenger Guild is a large guild that consists of many strong hunters, including Hwang Dong-Soo. The guild is so powerful that it often lends a hand to other countries that lack capable hunters to face lethal monsters.
How Andre Became The #1 Hunter
Hunters across the world are monitored by associations. Associations keep track of their actions and reward them with points accordingly. Over the years, Andre has probably cleared most dungeons or brought many incidents to a halt, which has put him on top of the Hunter world. He is also recognized as one of the 5 National Level Hunters. National Level Hunters are S-Rank Hunters that have at least cleared 1 S-Rank dungeon on their own.

Is Andre Stronger Than Jin-Woo?
Andre is considered stronger than all the other hunters, but Jin-Woo’s ability to level up makes him an exception. Jin-Woo has already cleared the Demon Castle (S-Rank Dungeon) on his own, which puts him on the same level as National Level Hunters. Most of his fights have occurred in secret, so Jin-Woo can not be accurately rated by the Association. He is already incredibly strong and will continue to grow stronger. In Chapter 147 of the Manhwa, in a 1 on 1 fight between the two, Jin-Woo defeats Andre rather easily.

Why Did Andre Visit South Korea?
Andre’s sudden appearance in South Korea looked to have shocked even Go Gun-Hee. Go Gun-Hee and Woo Jin-Chul guessed that he either wanted to help in the Jeju Island Raid, or warn about Hwang Dong-Soo’s intention, or something else entirely.
But according to the Manhwa, Andre simply visited so he could stop the troubles caused by Dong-Soo. He left immediately once the matter was resolved, without showing much interest in helping the Korean Hunters on Jeju Island.
Why Will Andre Not Join the Jeju Island Raid?
To put it simply, Andre holds too much power. His power outweighs the power of the combined forces tasked at Jeju Island. With this much power, he can’t simply intervene in other countries’ affairs. Also, since Andre is unaffected by the events on Jeju Island, the matter seems trivial to him. Additionally, asking him for help would cost the Korean Hunters Association a hefty amount of money.
