Avowed has a bunch of collectibles that players can gather in hopes of getting a reward down the line. Starmetal Fragments are something similar as they show up as a quest item, but there aren’t any blacksmiths that could use the illusive item and forge it into a mighty weapon. At least, that is the case until you reach the Galawain’s Tusks region. Here, you can finally find a Starmetal Smithy who’s expert enough to make use of all those fragments you have in the inventory.

Once the drawbridge opens up, head inside and pull the lever to enter the fort.
Head forward inside the halls of the keep and head downstairs to meet Forgemaster Dela, who’s the only Starmetal Smithy in Avowed.
Forgemaster Dela will be surprised to see players offering Starmetal Fragments to craft a weapon. If you have at least two Starmetal Fragments collected during the Forged of Star-Stuff quest, he’ll offer you two weapon choices depending on your build.
