In the wonderful world of One Piece, Rokushiki is a special martial arts style that is used mainly by Marine officers, CP9 agents, and other people fighting for the World Government. Its main gimmick is that it allows characters to use six different techniques, all with their own unique applications: Geppo, Tekkai, Rankyaku, Soru, Shigan and Kami-e.
Due to its versatility and power, Rokushiki has proven to be one of the best and most impressive fighting styles in the series, not to mention that it’s inherently improved by the three types of Haki and by Devil Fruits. Because of all these factors, many Rokushiki users are among some of the strongest characters in One Piece.

Blueno
A Tekkai Expert With Solid Defenses

Rokushiki was first introduced to the story via Cipher Pol Number 9, a secret agency of deadly assassins. One of their most formidable members at the time was Blueno, who operated undercover in a Water 7 bar. While he can use all six techniques, he specializes in Tekkai (Iron Mass), and he seemingly has the most powerful one in his entire team.
Thanks to his resilient Tekkai, Blueno has superhuman defenses that, when combined with his bizarre Devil Fruit, the Doa Doa no Mi, make him into an extremely dangerous fighter who is not easy to damage. This explains why it took Monkey D. Luffy so much effort to finally defeat him. Despite his crushing defeat, Blueno kept practicing his Rokushiki, which helped him join CP0 after the time skip.

Jabra
Can Enhance His Abilities With His Wolf Devil Fruit

Jabra is one of the strongest combatants of CP9 and Rob Lucci’s self-proclaimed rival. He cleverly combines the six techniques of Rokushiki with the animalistic abilities granted to him by his Devil Fruit, the Inu Inu No Mi: Model Wolf.
When he transforms into a wolf, Jabra can enhance the power of his Shigan (Finger Gun) with his incredible physical strength and sharp claws, creating a destructive brand-new move called Gekko Jusshigan. Jabra is also proficient at using Tekkai Kenpo, which allows him to move by protecting his body with Tekkai. With this perfect combination of offense and defense, Jabra was a force to be reckoned with, and Sanji was forced to use his new Diable Jambe power-up in order to beat him in combat.

Koby

At the very beginning of the story, Koby promised his new friend, Monkey D. Luffy, that he would become a powerful Marine that could rival the young pirate in strength. After joining the forces, he trained under the legendary Monkey D. Garp and began learning Rokushiki. While he proved to be quite proficient at using the speed of Soru (Shave), he was still no match for Luffy.

Koby wouldn’t master all six Rokushiki techniques until after the time skip. Thanks to it, he is now one of the most powerful Marine captains and members of SWORD. While he hasn’t shown much of his new skills yet, the fact that he is now strong enough to destroy an entire island with one attack is enough proof of how efficient his Rokushiki must have become.

He Could Even Fool Kaido And Luffy

CP0 is not only made up of former CP9 members. It also has a fair share of new faces with their own abilities and experiences. One of them was Guernika, a stealthy but dangerous agent who was sent to Wano by the World Government to take control of the Raid on Onigashima. In his brief encounters with Scratchmen Apoo and X-Drake, he proved excellent at using techniques like Soru and Shigan.
But what made Guernika especially memorable was his involvement in the fight between Monkey D. Luffy and Kaido. With a genius combination of Soru and Tekkai, he held the Straw Hat Pirate in place so Kaido could land a devastating final blow. While this worked as planned, it also ended up enraging Kaido, so Guernika was killed by the Strongest Creature in the world as a result of his interference.

Kaku
Combines Rokushiki With His Giraffe Abilities

Back when he was part of CP9, Kaku was one of its strongest members, second only to Rob Lucci himself. He was already proficient at using Rokushiki before he even ate a Devil Fruit. His Rankyaku (Storm Leg) was so powerful that he claimed to be a master of Four Swords Style, seeing as he could use both his legs and his swords to fight at the same time.
Kaku got even stronger after he ate the Ushi Ushi no Mi, Model: Giraffe. As bizarre as this Devil Fruit may seem, he was able to come up with brilliant new special moves in just a few hours, like Amane Dachi and Kiri Shigure. These combine his six Rokushiki techniques with the long legs and neck of a giraffe. After the time skip, Kaku awakened his Devil Fruit and mastered two forms of Haki, making his Rokushiki even deadlier and justifying his addition to CP0.

A Clone That Can Overpower The Other Members Of CP0

The CP0 agent known as Stussy is actually a clone of Miss Buckingham Stussy from the now disbanded Rocks Pirates. Her unique characteristics have made her one of the deadliest agents of the team and an experienced user of Rokushiki. She can perform devastating techniques like Tobu Shigan, a variation of Shigan that can pierce her victims from a distance.
The moment that cemented Stussy as one of the strongest Rokushiki users was when she turned on her fellow CP0 agents during the Egghead Arc. In combination with her Bat Devil Fruit, she took Rob Lucci and Kaku by surprise to take them down. She even showcased a fascinating new variation of Kami-e (Paper Drawing) named Kami-e “Zanshin,” which allowed her to dodge attacks by leaving an afterimage behind herself.

Unlocked The Secret Seventh Technique

Whenever One Piece fans mention and/or discuss Rokushiki, Rob Lucci immediately comes to mind, as he’s synonymous with this deadly martial art. He’s one of the strongest Cipher Pol agents, as he has perfected all six techniques and has used them to their full extent, especially in his battles with Monkey D. Luffy. His mastery over Rokushiki was unmatched before he revealed his Devil Fruit, but he got even stronger when he used his ability to change into a Leopard.
What ultimately cements Rob Lucci as the strongest Rokushiki user is that he’s seemingly the only character who has been able to unlock Rokuogan (Six King Gun), the secret seventh technique that takes the form of a devastating blow. This technique almost put an end to Luffy. After the time skip, Rob Lucci managed to awaken his Devil Fruit, learn Armament and Observation Haki, and become part of CP0. He can also now use Rokuogan without getting visibly exhausted. Stussy was able to overpower him due to the surprise factor of her betrayal, but there’s no denying that there isn’t a better Rokushiki user than Rob Lucci.
