Machiavelli is one of the most multi-faceted Leaders in Civ 7 with many strengths, but he favors the Economic Victory path because of just how much Gold he can generate. Though getting lots of Gold doesn’t necessarily fulfill each Age’s Economic Legacy Path requirements, it does give you a way to skip production and purchase everything you need with the click of a button.

Benjamin Franklin is one of the best Economic Leaders Civ 7 players can choose, but not necessarily for the Antiquity or Exploration eras. In Antiquity, you must slot 20 Resources to get an Economic Victory, while Exploration requires Treasure Fleet Points from Distant Land settlements to win the Age’s Economic path.
Thanks to his enormous Production and Science bonuses, and thanks to his unique District and Buildings, Benjamin Franklin is arguably the best Economic Leader for the Modern Age specifically.
In the Modern Age, you must establish Rail Stations and Factories to connect together your Cities and gain Railroad Tycoon Points to win the Economic Victory. With extra Production towards Production Buildings, extra Science on Production Buildings, you’ll be able to research the necessary Techs faster than anyone else and get your Rail Network up and running remarkably fast.

Amina is the best Economic Leader in Civ 7 because of the absurd amount of Gold she can generate throughout all Ages. Her Combat Strength bonus to Units on Plains and Desert tiles can be ignored almost completely.
As Amina, if you focus solely on hoarding Resources and establishing lots of Cities to slot those Resources, you’ll passively generate enormous amounts of Gold. Establish Trade Routes and settle in places with lots of Resources to get tons of Gold per turn with little effort.
This bonus scales with Age, and in the Modern Age, +3 Gold for all Resources (including Factory Resources) will make your empire extremely wealthy.
Amina gains an extra Resource Slot in all Cities, which helps when it comes to completing both the Antiquity and Modern Age Economic Victory paths. Though she doesn’t have any abilities that directly help her in the Exploration Age, her passive Gold generation from all Resources prevents her from lagging behind during this middle era as she can simply purchase just about anything she needs.
