Verifying the local game folder, reinstalling the game, resetting the settings, and reinstalling Steam; nothing seems to work. This is because the entire issue is caused by two simple files found within Civ 7‘s AppData folder on your computer.

There is a very simple fix if your game is constantly crashing when you start it up from steam. Here’s what you need to do:

  • Navigate to the “Firaxis Games” folder in AppData. The exact address is as follows: C:\Users\\AppData\Local\Firaxis Games\Sid Meier’s Civilization VII
  • Go into the Civ 7 folder and look for LegalChoice.cache and LegalDocument.cache documents.
  • Delete them and relaunch the game.

Doing so will most likely resolve the issue. When you launch the game again, you’ll need to agree to Take-Two Interactive’s terms of service and privacy policy again, which will regenerate the deleted files. If this doesn’t work, you can try deleting the entire folder and relaunching the game. Doing so will reset all settings as well, requiring you to configure them to your liking one more time before allowing you to play the game. You might need to relink your 2K Account as well. Your save files won’t be affected, though you will lose your autosaves.

If this fix doesn’t work, you might be facing a separate issue entirely and might need to verify the game files, reinstall the game, or wait for a hot fix by the devs before you can play the game again. Out-of-date graphics drivers can also cause issues, so updating them is also advised.
