How to Find the Blue Spruce Bar Gate Padlock Combination in Lost Records: Bloom & Rage
Instead of interacting with the payphone, look to your right and notice a red bike with a pouch attached to its back. The bike belongs to Dylan, who works at the Blue Spruce Bar. Interact with the pouch and pick up the pager; this is where you will find the padlock combination.
Your next task is to flip the pager and interact with the paper slip. Then, flip the paper clip, and the padlock combination code will be revealed.

Now that you have the code, head back to the gate, enter the combination, and voila — your path will be clear, allowing you to move forward.
This won’t be the only puzzle you’ll encounter in this scene; there’s another one waiting for you. That said, it’s fairly simple, so from here on out, it should be smooth sailing to the credits screen.
