Events like Scattered to the Winds featuring Scatterbug increase the chances of encountering a Shiny variant. You have to pin numerous postcards received from friends in a specific region to encounter Scatterbug with a Shiny probability. You can also pin 3 of your postcards per day. If you fulfill the pinning requirement, there is a possibility of a Shiny Scatterbug spawning. Evolving the Shiny Scatterbug of a specific region results in a region-specific patterned Shiny Vivillon in Pokemon GO.
