Pokemon Pocket players still don’t have an idea of where to put Celebi ex in regards to a tier list. While the deck can be extremely explosive, its luck-based attack and piece-reliant gameplay can leave a bit to be desired when it comes to consistent wins in online play.

Ninetales
Scorch Your Enemies
The easiest way to deal with most Grass-type Pokemon is to scorch them down to smithereens. Ninetales’ powerful Flamethrower attack will deal a quick 110 damage to Celebi ex for a low cost of two Fire energy.
This attack will easily two-hit-KO any Celebi ex, even with the right Tool cards equipped. Luckily, if your opponent is able to set up their Celebi quickly, your Vulpix will be able to mitigate a ton of damage with its Tail Whip attack before you set up your Ninetales.

Charizard ex
One Of The Strongest Attacks In The Game
Even though it’s quite expensive, Charizard ex can quickly decimate a Celebi ex, even without the 20 extra damage from the weakness. Charizard’s Crimson Storm can one-hit-KO just about anything in the game at the cost of two of your energy.
Luckily, most Celebi ex players will try to load up their green onion Pokemon with a ton of energy, so if you’re able to get rid of it in one turn, they most likely won’t have any sort of meaningful follow-up against your Gen One Fire starter.

Moltres ex
The Best Fire Energy Generator
Moltres ex has been a mainstay in most Fire decks since the release of the game. Not only is the fire bird a fan-favorite from the early days of Pokemon, but its one energy cost attack, Inferno Dance, synergizes well with most Fire Pokemon who have to discard energy with each attack used.

Blaine
Power Up Your Ninetales
Trainers are great ways to search Pokemon or draw more cards, but in the case of Blaine, the card only exists to power up some of his signature Pokemon. When played, Blaine can give one of your Ninetales, Rapidash, or Magmar an extra 30 damage to their attacks.
Although Rapidash and Magmar don’t have cards that could be considered meta, Ninetales’ Flamethrower attack can one-hit-KO any Celebi that stands in your way for a cheap two-energy cost.

Pikachu ex
The Rat Is Back At It Again
There is a reason why the yellow mascot is still one of the most relevant meta decks in all of Pokemon TCG Pocket. The deck is fast and consistent. With so many ways to draw basic Pokemon, your Circle Circuit will always hit for 90 damage.
Even though Celebi ex, or any of the other Pokemon that the deck usually plays, is weak to Pikachu’s attacks, the mighty Mouse Pokemon can easily outrace Celebi ex when it comes to hard-hitting and low-cost attacks.

Mewtwo ex
The Perfect Pokemon
Just like Pikachu ex, Mewtwo ex is another example of consistency over gimmick. The deck continues to hold its place towards the top of the tier lists as the Gardevoir and Mewtwo ex combo remains one of the best energy generation combos in the game.

Dealing 150 damage can easily take out most ex Pokemon in the game, especially Celebi ex and its partner Serperior. Luckily, Gardevoir can help you use Psydrive turn after turn in case your opponent has another fully loaded Celebi on the bench.

Dragonite
Inconsistent But Powerful
Dragonite can be quite inconsistent at times. Its requirement of two different types of energy makes it difficult to plan your next move, but if somehow you manage to load up the correct energy onto the fan-favorite dragon, then Celebi ex decks will be in quite a pickle.
It can be random, but Dragonite’s Draco Meteor will inflict 200 damage in total. The only problem is where the damage will land, as the attack will deal 50 damage four times at random Pokemon on the field. If you’re lucky, you’ll hit a Servine before it even evolves.

Tauros
Ex Pokemon’s Worst Enemy
Even though Tauros is not a direct counter to Celebi ex, it holds a nasty grudge against every single ex Pokemon. Tauros’ Fighting Tackle can be quite expensive, but if you use it against an ex Pokemon, it will deal an extra 80 damage, turning it into a 120 damage powerhouse.
With the new Tool cards like Rocky Helmet and Giant Cape, Tauros can become a huge offensive and defensive wall that the Celebi ex decks will have trouble dealing with.

Jynx
Direct Counter For Celebi ex
Jynx is one of the most unassuming Pokemon on this list, but this card is hands down one of the best counters against Celebi ex or any deck that needs a lot of energy. Jynx only needs two energy for its Psychic attack, but for every energy that your opponent’s active Pokemon has, the attack will do an extra 20 damage.
Sadly, outside of that, Jynx is not very strong and can brick you in the early game. Let’s hope you don’t see it in your opening hand.

Volcarona
KO Your Opponent’s Bench
Just like Ninetales, Volcarona can output damage in a short amount of time by discarding two energy. Volcarona is also a Stage 1 Pokemon, so you can evolve into it fairly quickly. The best part about this card is that it does 80 damage to any Pokemon. Not just the active one.
With Volcarona, you’ll be able to slow down Celebi by sniping their Serperior on their bench. If you can set up this card correctly, the discard cost won’t even make a dent in your massive energy resources.
