What Are Specialists In Civ 7?
Gamers had a lot more freedom to change which tile their citizen worked on in the previous game, but this is not the case in Civ 7. When a population grows, players choose which tile should be upgraded, and they cannot change this afterward. When choosing which tile to work, players have two options: Assign the worker to an urban tile or assign it to a rural tile.
In essence, tiles with districts built on top of them are considered urban tiles, while those without any districts are called rural tiles. If the player allocates a specialist to an urban tile, they’ll boost the output of that tile while reducing happiness and food.

How To Get Specialists & Increase The Specialist Limit In Civ 7
Specialists can only be recruited in cities, not in towns, as towns don’t allow the player to build districts that can host any specialist in the first place. Increasing the number of specialists in a city will increase the output of the city without expanding it, making it an efficient use of space.
When you change ages, your cities will convert into towns, losing the specialists that were allocated to them. To get them back, just upgrade the town into a city again.
There is only one specialist allowed per urban tile at the start, but this limit increases as the player progresses to different ages and as you unlock certain civics and technologies. You can also increase the limit of specialists in each tile through certain natural wonders like the Majapahit.

When Should You Get Specialists In Civ 7?
Specialists are a trade-off that you may not be able to afford in the early-game of Civ 7. When the game is in the initial stages, there’s no reason to grow your city in the direction of specialists. The yields that they increase are science, culture, diplomacy, or gold, depending on their location, and they use up food and happiness.
When you’re starting out, you should, generally, focus on getting as much food to your cities as possible in order to grow them. The higher the population of a city, the more productive it will be overall. You should only start adding specialists to your cities once you’ve exhausted all the rural tiles.
