This means she is unique as a character and the first of her kind, which will bring a massive change to how this game is played. You will be able to make new teams and also look forward to characters who will further support this playstyle in the future.
The Phoebe Difference
Since Phoebe brings in a brand-new playstyle, the first question you will ask is if she is better than Jinhsi, an exceptional S-tier Spectro DPS who can dish out millions of damage within the blink of an eye. The answer, however, isn’t so simple; there are a lot of factors to consider.
Phoebe’s personal damage is quite good, but she currently lacks supports who can buff up the Spectro Frazzle system. This means when more supports are released in the future, Phoebe will naturally become a lot stronger and might even surpass Jinhsi. Additionally, Phoebe can shred Spectro RES, has very good crowd control, and has a unique playstyle, which already puts her in a self-sufficient state.
Currently, Spectro Rover is the best unit to run alongside Phoebe since both can utilize the Spectro Frazzle system. Spectro Rover isn’t a dedicated support and will probably be replaced by a more suitable unit in the future. However, that is hard to predict in the current state, and if you plan to pull for Phoebe, make sure to pair her with Spectro Rover for the synergy.
Apart from that, Phoebe will be a very good choice in clearing waves of enemies since she deals sustained damage over time instead of nuking enemies with one hit. This means even if you have Jinhsi, you will actually benefit by pulling Phoebe since she will excel in several scenarios in her own way.

Why You Should Pull For Brant
Brand is a 5-star Fusion Sword user who is known for being flashy and very theatrical. He runs his personal ship alongside his crew and performs all across Rinascita. He was instrumental during the version 2.0 story quest and helped the Rover in preventing Rinascita from falling into disaster.
However, with all his flashiness and charm, the question comes to how good he will be as a playable character. While there isn’t a lot of official information on the details of his kit, here’s a discussion on everything that has been revealed by the developers so far.
The Brant Difference
Based on the information provided by the developers, Brant will have a number of airborne attacks, through which he will be able to deal massive damage to his enemies. He seems to have a flurry of high-speed attacks through his Resonance Skill, which suggests he will at least function as a sub-DPS.
Apart from that, the developers have claimed he will also be able to support his teammates, which means there is a possibility he will be able to buff his allies. However, this is just speculation based on the statement of the developers from the version 2.1 livestream. Finally, Brant’s ultimate ability will summon an anchor, which will also deal damage and push enemies away.
Despite the scarce information that is available on Brant right now, his gameplay looks fun. And considering the trend of how good the past few characters have been in Wuthering Waves, there’s no doubt Brant will also offer something special that will make him worth the Astrite.
Pull For Characters You Like
Phoebe is a powerful character who has a lot of value and will definitely get better with future updates. There is little information on Brant, but his gameplay seems fun and, based on the developers, he will have support abilities that will benefit the team.
That said, you should always pull for characters that you like since it comes to having fun at the end of the day. Forcing too much on meta is a risky business, especially if you are free-to-play since you only receive a limited amount of Astrite per patch. This means unless you are extremely lucky or willing to spend money, it’s impossible to chase meta pulls as a free-to-play player.
However, if you pull for characters you like, you won’t have to worry about a tier-list as the game will feel fun, and you will end up saving a lot of resources which will benefit you in the long run. That said, if both Phoebe and Brant are characters you are really fond of, you should pull for both of them, as they will be great from both a meta and gameplay perspective.
