Phoebe is a strong main DPS who deals Spectro DMG in Wuthering Waves. Most of her DPS comes from her enhanced Basic and Charged attacks while in her Absolution state.
She can also enter the Confession state to start applying DoT on enemies with her massive AoE attacks. In this state, she takes on a more supportive role during combat. Currently, Phoebe should mostly operate as a main DPS, entering her Absolution state more frequently than her Confession state. She should only switch to her Confession state to build up some Spectro Frazzle to synergize with her build in Wuthering Waves.

Phoebe Best Echo In Wuthering Waves
Phoebe’s best build is straightforward in Wuthering Waves. Build Phoebe with the Eternal Radiance set and choose Nightmare Mourning Aix to be her main Echo. The Eternal Radiance set grants her a 20% extra Crit Rate when she Inflicts an enemy with Spectro Frazzle, which is easy for Phoebe. She also gets around 25% extra Spectro DMG from the set’s other passives and that’s always good for a Spectro DPS in Wuthering Waves.
As for the Nightmare Mourning Aix, Phoebe benefits from a main Echo that offers her the ability to deal much more DMG to enemies affected by Spectro Frazzle. The main Echo also increases her Spectro DMG by 12%, helping her deal more DMG.
When it comes to the main stats of each Echo in Phoebe’s build, go for Crit DMG on the Overlord class Echo in Wuthering Waves. You can replace it with Crit Rate if you don’t have enough to trigger a Crit hit on most of Phoebe’s attacks. On the other hand, Cost 3 Elite class Echoes should have Spectro DMG to improve Phoebe’s performance as a main DPS while the Common Cost 1 class Echoes can have an ATK main stat. As for these Echoes’ Sub-stats, prioritize Crit Rate, Crit DMG, and ATK to maximize Phoebe’s DPS on the battlefield.
Phoebe Best Weapons In Wuthering Waves
The best weapon for Phoebe in Wuthering Waves is her signature weapon, Luminous Hymn. The 5-star Rectifier grants Phoebe a 36% Crit Rate from its Sub-stat on top of 12% ATK from its passive. Additionally, Phoebe gets a massive increase in her Basic and Heavy Attack DMG, which are her core skills when dealing DMG as a main DPS. What makes Luminous Hymn her BiS is the fact that it also buffs her Sub-DPS role by further improving her Confession Outro Skill and buffing Spectro Frazzle DMG for the next character.
Since Rectifier characters in Wuthering Waves are mostly healers or Sub-DPS units who deal off-field DMG, it’s not easy to find Phoebe a comparable choice to her Signature weapon. For 5-star options, you can go for Stringmaster and Rime-Draped Sprouts. Both Rectifiers add some Crit value to Phoebe’s stats, so even though she can’t activate their full potential, she still gets some DMG and ATK% buffs from their passives.
Cosmic Ripples is another 5-star option where Phoebe can unlock its full passive. Yet, it doesn’t offer any Crit value and only has a decent ATK% buff for her. So, it sits behind the other 5-star Rectifiers when ranking Phoebe’s best weapon in Wuthering Waves.
As for the F2P option, Ocean’s Gift is one of Phoebe’s best Rectifiers as it grants her up to 40% extra DMG against enemies affected with Spectro Frazzle. It’s a decent option for Phoebe if you don’t have any 5-star choices and don’t want to pull for any of them.
