How to Prepare for a Culture Victory in Civilization 7
Scoring a Culture Victory in Civ 7 comes down to a focused search for Artifacts and building the World’s Fair Wonder in the end game. However, for those playing the game since Antiquity, planting the seeds for a speedy win becomes increasingly crucial as the Modern Age approaches.
The Culture Legacy Path in the Antiquity and Exploration Ages can net players extra Cultural Legacy Points to spend on upgrading their civilization, which can significantly increase Culture per turn in later ages.
Making sure at least one City has high enough production to churn out several Wonders will also be key in later ages, as it will help in quickly building Museums and eventually the World’s Fair Wonder.
Players should be proactive about this early on, as other Civs could be trying to build the same Wonders. Just about every Wonder can be useful, but focusing on those with a Culture yield and anything with Great Work slots will be most helpful in the Modern Age.
If players don’t have at least a small presence on multiple continents when the Modern Age begins, they could be left relying on the progress of other Civs to finish a Culture Victory.
The Exploration Age is particularly important, as it allows gamers to spread their empire to Distant Lands. While players won’t necessarily need a ton of Settlements for a Culture Victory, it will make a huge difference if there’s at least one on every continent.
Reaching the Distant Lands matters especially if players are using the Evangelism Belief, which provides a Relic the first time any other Civ’s Settlement in Distant Lands is converted.
Lastly, players should build at least one University during the Exploration Age to provide a head start on completing a Culture Victory in the Modern Age.

How to Get a Museum and Explorer in Civilization 7
When the Modern Age begins in Civilization 7, the first important step towards a Culture Victory is studying the Natural History Civic.
After research is completed, players should get an Explorer and a Museum built as quickly as possible. That could be through buying a it if enough Gold is available, but a City with high Production should be able to produce them within a few turns.
If a University was successfully built during the Exploration Age, gamers can begin looking for Artifacts even before a Museum is completed.
Players will eventually need to dig up and display 15 Artifacts across their entire empire, but Museums only have four Great Work slots. The Palace in the Capital has two Great Work slots, and some Wonders have Great Work slots as well. Therefore, gamers will want to build a Museum in each City until they have at least 15 Great Work slots across their empire.
How to Research and Gather Artifacts in Civilization 7
Once at least one Explorer has been acquired, players should move it onto the same tile as a completed Museum or University. Here, they can use the Research Artifacts action, which will take one full turn. Then, Ruins from the Exploration Age will become visible on that continent.
While it is possible to Research Artifacts on a building that belongs to another Civ, players getting their own Settlement in place on each continent will significantly speed up the Artifact-gathering process.
A few Artifacts may be found when Overbuilding or via Narrative Events, but Explorers will be the primary way players gather them. Once a Ruin is located and an Explorer has been moved on top of that tile, gamers can yse the Excavate Artifact ability to start digging it up.
It only takes one Explorer to dig up an Artifact, but putting additional Explorers on the same tile that also use Excavate Artifact will speed up this process. In a Standard speed game, using Excavate Artifact with a single Explorer will usually take 5 turns to complete. However, while it can be tempting to send a whole caravan of multiple Explorers to a single Ruin, it’s often a better strategy to spread them out at first.
As players send their Explorers out to gather Artifacts, they’ll also want to be working towards Hegemony in the Civic Tree. Finishing research on the Hegemony Civic will effectively double the amount of Artifacts that can be found and dug up.
Gamers should make a habit of checking the Age Progress screen throughout the Modern Age, as the Rankings will reveal how many Artifacts have already been gathered by others Civs. If another Leader is ahead or catching up, using the Spread Rumors of Fake Artifacts Diplomatic Endeavor can slow them down by damaging their Culture output. For players who want to be proactive, it’s good to Counter Spy against any Civ that seems likely to use that Endeavor against them.
How to Build the World’s Fair and Win a Culture Victory in Civilization 7
After players have gathered and slotted 15 Artifacts in Museums and other buildings across their empire, the World’s Fair Wonder will be unlocked and a Culture Victory will finally be in sight.
Just like any Wonder in Civilization 7, the World’s Fair needs an open tile to be placed on and will require a significant amount of Production to be finished. Players who worked on Wonders and Relics in previous ages will have an advantage here, as every Cultural Legacy Point provides a +10 percent Production boost for the World’s Fair Wonder.
While it may seem pointless to bother with Artifacts once construction on the World’s Fair Wonder has begun, it’s better to continue using all Explorers to dig up remaining Artifacts before another Leader gets the chance.
The most important focus in this final stretch will be for players to maximize Production in the City currently building the World’s Fair. Gold can be used to purchase any remaining Production Buildings, and Resources, like Whales or Tobacco, can be slotted for an extra Production boost. Once construction is finally complete, players will automatically achieve a Culture Victory and get to soak in the accomplishment of finishing their Civ 7 campaign with a win.
