In Civilization 7, Victories can be unlocked in the Modern Age after you complete a specific Legacy Path. There are four Legacy Paths with a final Victory available for each, as well as the fifth Score Victory that will occur if the Modern Age progresses to 100%.

The Distant Lands are a key concept during the Modern Age in Civilization 7 – here’s how to find them and settle there.
You do not necessarily need to follow each Legacy Path in every Era to achieve Victory conditions in the Modern Age, though it can help. Instead, to achieve the Cultural, Economic, Military, or Scientific Victories in Civ 7, players need to achieve specific goals that can only be met in the Modern Age, capped by a final Victory project.
Score Victory
The Score Victory is achieved in the Modern Age when the Age Progression reaches 100% without someone securing another Victory Condition. If many players are able to achieve multiple different Legacy Path milestones, the Modern Age will progress very quickly, and you may not get the chance to actually finish out a specific Victory Condition.
The player with the most Legacy Score points will win the game if the Modern Age ends. Currently, there is no way to turn off the Score Victory in Civ 7.
Pay attention to the Age Progression meter and slow down on other Legacy Paths from your main Victory to prevent the game from ending before you’ve earned one of the Civ 7 Victories.
Cultural Victory – Geographic Society
- Modern Science Legacy Path: House 15 Artifacts in your empire.
- Final Victory Condition: Complete The World’s Fair Wonder.
To get a Cultural Victory, Civ 7 players must acquire and display 15 Artifacts throughout all of their Settlements. To do this, you need to create Explorers to travel to other tiles, through opponents’ borders, to dig up Artifacts from around the world.

Players can use Civ 7 cheats to make exploring the map a whole lot easier or transition to the next age with the push of a button.
You must research the Natural History Civic to start training (or purchasing) Explorer units. Once created, guide them to the location of an Artifact and use their unique action to add it to your empire automatically. These will generate Culture and other benefits for being slotted.
To reveal more Artifacts, Civ 7 players must send an Explorer to stand on top of any Museum or University tile. The unique action Research Artifacts will appear – click this to reveal more Artifacts across the world. You can do this for more Exploration Artifacts and more Antiquity Artifacts after progressing through the Civic Tree.
To display Artifacts, you must build a Museum in a City. These can each hold 3x Great Works – some Wonders and other unique buildings can also display Great Works, but for the most part, Museums are the most straightforward. You will need at least 5 Cities to display a total of 15x Artifacts.
Final Victory Condition: The World’s Fair
After getting 15x Artifacts displayed throughout your empire, the final Cultural Victory Condition will become available in any city: the World’s Fair Wonder. Build this Wonder to instantly secure a Cultural Victory in Civ 7!
Economic Victory – Railroad Tycoon
- Modern Science Legacy Path: Gain 500 Railroad Tycoon Points
- Final Victory Condition: Get A World Bank In Every Capital City.
To get an Economic Victory, Civ 7 players must generate 500 Railroad Tycoon points. When you reach 150x, 300x, and finally 500x Railroad Tycoon Points, you will unlock Economic Legacy Path milestones.
Railroad Tycoon Points are generated by cities with Factory Resources allocated, at a rate of 1 point for each Factory Resource. You can only have one Factory Resource of each type in each City, so it’s a good idea to convert Towns to Cities to get Railroad Tycoon Points faster.
Factory Resources in Civ 7 are listed in a separate section in the Resource Allocation screen.
You must have a Factory in a City to allocate Factory Resources there. To place a Factory, you must first build a Rail Station after reaching the Industrialization tech. The Factory is unlocked when the Mass Production tech has been researched.
After you produce a Factory, make sure the settlement is connected to the rest of your empire through Rail Stations. If you have a settlement on an island, you will need to construct a Port in that settlement in addition to a Rail Station.

Civ 7 players need to allocate Factory Resources in the Modern Age – here’s how to do it.
Like Treasure Fleets in the Exploration Age, your cities with Factory Resources allocated (that are connected to other settlements with Rail Stations) will generate Railroad Tycoon Points automatically.
Final Victory Condition: World Bank
After getting 500 Railroad Tycoon Points for the Modern Age Economic Legacy Path, you will be faced with a final challenge to get the final Economic Victory: establish a World Bank Office in every Capital City. You will unlock the Great Banker unit after completing the Economic Legacy Path.
This unit can travel to other cities instantly and, on its next turn, build a World Bank Office in that location. After completing the final goal for the Legacy Path, it should only take a handful of turns to secure the Economic Victory in Civ 7.
Military Victory – Ideology
- Modern Science Legacy Path: Gain 20 Ideology Points from conquering Settlements for the first time.
- Final Victory Condition: Complete Operation Ivy, or eliminate every other civilization from the game
To get a Military Victory, Civ 7 players must generate 20 Ideology Points. You can get Ideology Points in Civ 7 by conquering Settlements for the first time.
- Before unlocking Ideology, you will generate 1 Ideology Point per settlement.
- After getting Ideology, each conquered Settlement is worth 2 Points.
- If you conquer a settlement belonging to a different Ideology Leader, you will generate 3 Ideology Points.
At the 10x, 15x, and finally 20x Ideology Point milestones you will unlock special rewards and progress the Age. After getting to 20x Points, you will need to build the Manhattan Project, a unique Wonder for players who have completed the Modern Age Military Legacy Path.
Final Victory Condition: Operation Ivy
After you build the Manhattan Project Wonder, Civ 7 Military Victory players must complete Operation Ivy, a special City Project. Upon completion, the game will end and you will have secured a Civ 7 Military Victory!

There are six different Civ 7 Map Types for players to choose from, some of which are much better suited to certain strategies than others.
Alternate Domination Victory
Instead of researching Operation Ivy, you can also dominate every other Leader out of the game to get a Military Victory. Though you can wait until the Modern Age to defeat every other player, you can accomplish a Domination Victory as soon as you reach the Exploration Age and are able to access Distant Lands players.
If all other players are eliminated from the game, with no settlements left to retreat back to, the game will end.
Science Victory – Space Race Projects
- Modern Science Legacy Path: Complete All 3 Space Race Projects
- Final Victory Condition: Launch the First Staffed Space Flight
To get a Science Victory, Civ 7 players must complete the First Staffed Space Flight after completing all three Space Race projects.
- The first step is the Trans-Oceanic Flight project, which requires the Flight tech to be researched. Build an Aerodrome in a city to be able to start this project.
- Then, you must unlock the Aerodynamics tech, and complete the Break The Sound Barrier project in the city where your Aerodrome is located.
- Finally, you must complete the Launch Sattelite project, which requires Rocketry to be researched. After unlocking Rocketry, build a Launch Pad to start this project.
After you complete the Launch Sattelite project, you will have completed the Science Legacy Path and are ready to take on the final victory condition: launch the first Staffed Space Flight.
Final Victory Condition: First Staffed Space Flight
To win a Science Victory in Civ 7, you must complete the Staffed Space Flight project in a city with a Launch Pad. Focus on building Science to reach the required Technologies faster, build up your Production to get the required buildings made faster, then simply create your Space Race projects and launch your First Staffed Space Flight to secure a Civ 7 Science Victory!
