It is said that the strength of Scopper Gaban rivaled the Vice Captain, Silvers Rayleigh, and he stood shoulder to shoulder with him in the face of all dangers. Once, Scopper Gaban took Roger for his treatment deep into the mountains. Due to Roger’s illness, Gaban had to take care of him. Unfortunately, this was a very difficult time period for the crew as all the enemies who wanted to kill Roger somehow knew. The mountain was surrounded by hundreds of powerful pirates aiming to kill Roger.
To face them, Gaban came out singlehandedly with his two axes and slaughtered them all. This in itself is a crazy feat, but that’s not all. It is said that Gaban used so much power that he stripped the entire mountain bare. Not even a single tree was left on the mountain when Gaban was done slaughtering those who raised their weapons at Roger. Oda then went on to portray Scopper Gaban as a living legend who is on par with Roger himself, and with Rayleigh, meaning he’s a pirate on the same tier as these two monsters, putting him among the legends of the One Piece world known to be absolute beasts.

Gaban was one of the three monstrously powerful pirates in the Roger Pirates, and Sanji is known to be a part of the Monster Trio, or more specifically, one of the Wings of the Pirate King. Gaban is the left-hand of the Pirate King, and Sanji plays this very role as well. Gaban was never afraid to talk sense into Roger and keep him in check, which is something that he shares once again with Sanji. On countless occasions, fans have seen Sanji keeping Luffy in check and making sure he doesn’t do something reckless.

One Piece chapter 1139 confirmed to the fans that Gaban, Roger, and Rayleigh were in the same tier of strength. They were there monstrously powerful individuals on the Roger Pirates who stood shoulder to shoulder with each other, and possessed legendary strength. This is likely going to be the case with the Straw Hat Pirates as well.
Although Luffy is far stronger than Zoro and Sanji right now, by the time One Piece ends, things will be far different. It is highly likely that Zoro and Sanji will catch up to him, and that they will all be in a completely different tier of strength compared to the others. Just like Gaban and Rayleigh were on par with Roger, Zoro and Sanji will hit the same level as well. They are now confirmed to reach around the same level as Luffy when the Final War begins, and that is something that excites the fans to no end.
For many years, there have been debates undermining the strength of Sanji, but Oda has officially confirmed now that Sanji, just like Gaban, belongs to the tier of the mightiest characters in One Piece. He will end One Piece as a living legend who can stand shoulder to shoulder with Luffy, and be on the same tier of strength as him. In other words, Sanji and Zoro will be Yonko-level fighters on their own, just like Roger and Rayleigh. But that’s not all. Luffy had to surpass Roger if he was to accomplish the dream that Joy Boy couldn’t. In that regard, Zoro must be stronger than Rayleigh and Gaban at the end of the story, as must Sanji.
