In One Piece, since the early days of the series, characters have often referred to the East Blue as the weakest sea. The East Blue itself, due to the presence of Garp and the frequent visitations from strong characters like Shanks, has been completely cleared of any obscenely dangerous pirate groups. Although a few still sneakily sail the waters or come from One Piece’s Grand Line, none are ever too dangerous to present a considerable threat to the East Blue as a whole. Due to this, it has gained a reputation as the safest sea, and in turn, the sea with the weakest citizens who do not need to defend themselves.

Although it may seem like there are many strong characters from the East Blue, nearly all of them are connected to the same family, with the one outlier being Gol D. Roger himself. In the end, while the East Blue is the weakest sea in One Piece, that doesn’t mean the weakest characters need to originate from there. Overall, the sea is only considered weak because it has a reputation for being peaceful and safe, allowing the average citizen to relax more in terms of combat. At the same time, the many strong characters that come from this sea are all relatively part of the same strong family, making up a small minority of the East Blue in One Piece itself.
