One Piece chapter 1139 finally introduced the fans to Scopper Gaban, a former member of the Roger Pirates. Fans knew Gaban existed as a member of the Roger crew from a very long time ago. However, he wasn’t truly focused on in the story until the Oden flashback. In fact, the first glimpse that fans got of Scopper Gaban came in One Piece chapter 19, where he was shown as a pirate during Buggy’s flashback. He was then mentioned in One Piece databook Green, and eventually went on to appear in the Strong World prelude chapter. In the post-timeskip of One Piece, Scopper Gaban was once again focused on quite a bit. Fans got to see Gaban in the Oden flashback, although here, the vast majority of the focus was on Oden himself, as was expected. Even then, Gaban got a few moments of characterization here and there in these chapters of the story, and since then, Oda has consistently been building up towards introducing him as a relevant character.

In the Egghead arc, right at the very end, when the Straw Hat Pirates set sail for Elbaf, Scopper Gaban somehow knew that they were now headed in his direction. He was seen patiently waiting for them, although back then, he was only a silhouette. In One Piece chapter 1139, Oda officially revealed Scopper Gaban to the fans, and with that, gave everyone an idea of what a monster he truly is.
It is fair to say that Scopper Gaban has taken part in quite a few incredible battles in One Piece. In the Strong World chapter, he was seen ready to take part in the Battle of the Edd War. 38 years ago, he was seen taking part in the battle against the Rocks Pirates, and there, he openly told Roger that he couldn’t lay claim to any enemy, meaning that he didn’t feat taking on Rocks D. Xebec himself at all! He also took part in the legendary 3-day and 4-night battle between the Roger Pirates and the Whitebeard Pirates, and possibly fought Oden.
Regardless of all that, One Piece chapter 1139 does a great job of hyping Gaban up as a monster in combat. Oimo and Kashi are seen openly speaking about Scopper Gaban and his legends. To start with, it is absolutely undeniable that Scopper Gaban is an elite-tier pirate. According to Oimo and Kashi, along with Roger, there used to be two other monstrously strong pirates on the ship of the Pirate King, Gol D. Roger. While Rayleigh was very well known, there was most definitely another monster, and he went by the name of Scopper Gaban.
It is said that Gaban has strength that rivals the Vice Captain Silvers Rayleigh himself, and that he is strong enough to stand next to him. Clearly, Oda is telling the fans that Scopper Gaban is just as strong as Silvers Rayleigh. They went on to reveal that Gaban has been living in Elbaf for over 20 years now, and that’s where he married Ripley, and had a kid with her, named Collun.
Knowing this, the Straw Hats were utterly shocked, and they were even more surprised to know that this legendary figure, who served as the left-hand man of the Pirate King was actually equal to Roger and Rayleigh. This is an absolutely massive reveal, and it just goes to show that this crew was packed beasts. The portrayal itself tells the fans that Gaban is a monstrously powerful pirate in the same league as Roger and Rayleigh, which also puts him in the same league as Whitebeard, Garp, Sengoku, Shiki, and Big Mom from the old era.

Gaban displayed his Color of Observation in the previous chapter, which was seemingly far superior to even Yonko Luffy, given that he was the only one capable of noticing Shamrock and Gunko, who were suppressing their presence.
He most definitely has Incredibly powerful Armament Haki, and fans shouldn’t be surprised at all to see him wield the power of Conqueror’s Haki either, given that he’s an elite tier pirate on par with Roger and Rayleigh.
