At the start of the game, players who haven’t invested in JC’s ranged combat skills will witness firsthand how incompetent he is when aiming a weapon.

It’s not until players invest some points and train themselves in using a litany of weapon types that players can reduce weapon sway and reload time while also increasing damage and accuracy. In terms of role-playing, most games don’t get ranged combat right quite like Deus Ex, with masters of a particular weapon type loving how easy it is to pick enemies off from a distance without missing shots.
