The Roger Pirates were the most important pirates in the world of One Piece before the start of the current era. However, despite this, they are almost completely under the radar, with most of the world not knowing anything about them or their whereabouts. This is very much an intentional choice since the crew of the Pirate King would easily fetch some of the highest bounties on the seas.
Moreover, these are also the people who have been to Laugh Tale and know the truths of the world, making them central enemies to the World Government that need to be captured. One of the most significant members of the crew is Scopper Gaban, who was the third-in-command behind Roger and Rayleigh, and there’s a theory that explains where he has been hiding this entire time since the start of One Piece.

The structure of the Roger Pirates is fairly similar to that of the Straw Hats that everyone knows and loves, in the sense that Roger is paralleled by Luffy as the captain, Rayleigh by Zoro as the Vice-Captain and swordsman, making Sanji a parallel to Scopper. This way, the series ensures that Scopper is one of the most important characters in the crew and in the series, so fans have always found it a little strange how he still hasn’t been shown even over 1100 chapters later.
One theory states that Scopper is currently on Lodestar Island, awaiting those who seek to find the One Piece treasure. The reasoning behind this relates to the other members of Roger’s crew that the Straw Hats have already met who have helped them on their journey in some way; Rayleigh and Crocus. This, of course, excludes Shanks and Buggy.
Crocus used to be the doctor for the Roger Pirates and was the very first person the Straw Hats met on the Grand Line. He was shown as a strange personality who looked after Laboon, but ultimately proved himself to be a great help to them since he more or less taught them the ways of navigating the Grand Line and provided them with their first Log Pose, which is the primary method of travel on those waters. Due to Crocus being their first encounter on the Grand Line, it can be seen how a former Roger Pirate helped at the start.
After this, the crew eventually found their way onto Sabaody much later. Here, the Log Pose pointed to Fishman Island as their next destination, which they could only have reached by coating their ship to allow it to travel underwater. Because of this, they came across Silvers Rayleigh, the former Vice-Captain of the Roger Pirates and one of the strongest characters in the world. Not only did he help on the journey by coating their ship, but also by training Luffy to use the basic forms of each Haki type to be powerful enough to take on the New World.
Maybe nothing in this world happens by accident. As everything happens for a reason, our destiny slowly takes form.
So, following this trend, some fans of the series believe that the next most important island will be Lodestar itself, where the Straw Hats will finally come across Scopper Gaban. The Straw Hats have met prominent Roger Pirates at the start of their journey and at the very middle of it, which makes many think that they will eventually meet the last one at the end of the journey, which is signified by Lodestar since it’s the final island one can get to on the Grand Line by following the Log Pose. The theory states that once the heroes finally reach this island, Scopper will help them with the final clues they need to reach Laugh Tale.

Many fans think the Scopper is likely on Lodestar because of his importance and the fact that he still hasn’t been shown yet, but it’s just as possible for Oda to show him somewhere else on the map. Another prevailing location is on Elbaf, a land already shrouded in mystery with an elusive silhouette already prowling the land who some fans believe is Scopper Gaban. Not only was he teased in the first chapter of the arc, he seems to be incredibly knowledgeable about the land, which would make sense since Scopper has already been here before.
This mysterious silhouette is also the likely husband of Ripley, who has just been confirmed to have married someone the same size as a regular human. The rest of the theory regarding Scopper’s need to be on Lodestar is just as probable since Elbaf is confirmed to be the start of One Piece’s Final Saga and is one of the final islands, so Scopper could just as much help the Straw Hats with the future of their journey from here too.
