Marine Admirals are considered to be amongst the strongest characters in One Piece, and Ryokugyo became an Admiral during the timeskip. Ryokugyo possesses powerful Haki, and he wields the power of the Woods-Woods Fruit, a Logia-type Devil Fruit which gives him complete control over plant life. Ryokugyo can defeat Yonko commanders singlehandedly, which makes him sound unbeatable, but there are a few One Piece Devil Fruits that can defeat him.

Logia-type Devil Fruits typically control a specific element, and Admiral Ryokugyo can be defeated by several Logia. A few Paramecia-types can also beat Ryokugyo because they offer powerful superhuman abilities. One Mythical Zoan can destroy Ryokugyo with its monstrous attacks.

The roots of the Woods-Woods Fruit should not be able to pierce the dragon’s scales either, meaning the user would be safe from Ryokugyo’s dehydration power.

It is unclear whether Haki can reverse the effects of the Hobby-Hobby Fruit’s transformation, making the only guaranteed method of undoing it the user being knocked unconscious.

If a Hobby-Hobby Fruit user turns Admiral Ryokugyo into a toy, they can force him to obey their orders by forming a contract with him. In this scenario, Ryokugyo, would not be able to attack the user even if he wanted to. Other Marines would not even think about saving Admiral Ryokugyo because the toy transformation would erase all traces of him from their memories.

If the Woods-Woods Fruit is nullified, Ryokugyo will not be able to regenerate any significant injuries.
