Updated on January 17, 2025, by Nahda Nabiilah: Wuthering Waves has entered the 2.0 era where Rovers can explore Rinascita alongside the original area, Jinzhou. Of course, with a new area, there are new Resonators who hail from this region as well, like Carlotta. For that, this article is updated to include the new Resonators alongside reflecting the current state of the meta in a WuWa tier list.
S-Tier
S-Tier characters in Wuthering Waves are the best at what they do and can help players achieve the highest scores in the game.
Jinhsi
Jinhsi is an amazing DPS in WuWa whose damage comes mostly from her Elemental Skill. She pairs well with Resonators who deal coordinated DMG such as Zhezhi, Verina, Yinlin, and Yuanwu.
Camellya
Although Camellya doesn’t have a one-shot damage that looks as fancy as Jinhsi’s, her small damage stacks up enough to place her on the top of the list with the Jianzhou Magistrate. Camellya also has a much better AoE than Jinhsi, making her the better choice against a horde of enemies.
Carlotta
Carlotta is a rather straightforward character that can be played from a safe distance, given her Pistols weapon makes her a proper ranged unit. One bad thing about her is that her hits are mostly single-target, and she has a long cooldown on her best shot.
Zhezhi
Zhezhi makes an excellent sub-DPS in Wuthering Waves, but she’s an even better support. The painter buffs Glacio DMG and Skill DMG and can perform off-field coordinated attacks. The Skill DMG buff and coordinated attack are perfect for Jinhsi, whereas the additional Glacio DMG buff makes her excellent with Carlotta. Additionally, she can also restore Energy for a teammate, making her a great support for Resonators who require a battery.
Shorekeeper
The Shorekeeper is the premium version of Verina. Although she doesn’t dethrone Verina from the S-Tier, the Black Shores Guardian still outperforms the Jinzhou Botanist in most aspects. One thing the Shorekeeper does worse than Verina is her synergy with Jinhsi, thanks to her lack of Coordinated Attacks.
Verina
Verina is one of the best healers in Wuthering Waves. Not only that, but she also excels in her role as a DMG buffer. What makes her so good is her ability to do both while off-field since most of Verina’s healing comes from her Resonance Liberation, while her buffs are triggered once she activates her Outro Skill.
Jiyan
Jiyan combines massive Aero DMG with strong CC to create a top-tier DPS in Wuthering Waves. Although Jiyan’s attacks are all hurtful, his main DMG source comes from his Heavy ATK after he activates his Resonance Liberation, especially when his Forte Gauge is above 50%. Moreover, Jiyan’s mechanics make it easy for players to add the best characters to his team, and that further improves his already successful kit.
Xiangli Yao
It’s easy to be skeptical towards Xiangli Yao, given he was gifted for free in version 1.2. Fortunately, despite being a free 5-star, he’s strong enough to make it to the S-Tier. Rest assured, many Calcharo fans aren’t very happy about this.
Yinlin
Yinlin is a sub-DPS/support who effortlessly deal damage. Her rotation is short, so you can easily swap her out once her combo is over. While she can work as a main DPS, it’s best to let someone else fulfill the main damage dealer role.
Changli
Her ability to boost her teammate’s Resonance Liberation and Fusion DMG makes her perfect for a quick swap team. However, unlike characters like Yinlin and Zhezhi, Changli is not a waste as a primary DPS. She pairs well with Resonators like Encore, who benefits fully from Changli’s Fusion and Resonance Liberation DMG bonus, or Yinlin, who works best in a quick swap style. One bad thing about Changli is that she can be tough to use, as the timing of her rotation is quite demanding.
Encore
Encore is a powerful little DPS that has two different mechanics in Wuthering Waves. In her normal state, Encore is a ranged unit. However, once players cast her Resonance Liberation, Encore goes into melee mode and her Basic ATK starts dealing some of the highest DMG in Wuthering Waves.
Mortefi
Just like Xingqiu from Genshin Impact, Mortefi is an off-field monster of a DPS in Wuthering Waves. His ability to follow-up characters DMG with his own for 10 seconds allows him to almost match their performance while not even being on the field.

It’s essential for Resonators to collect ascension materials if they want to level up their characters in Wuthering Waves.
All that power only increases once players start collecting his Resonance Chain, especially his S4, which adds seven seconds to his Resonance Liberation duration. As a 4-star, Mortefi proves himself to be among the best characters in Wuthering Waves.
Sanhua
Similar to Danjin, Sanhua has a high Skill ceiling in Wuthering Waves. Sanhua is a Sub-DPS with an Outro that buffs the next character’s Basic ATK. It’s crucial to understand the relationship between both her Resonances and Heavy ATK to allow her to fit smoothly in her team’s rotation. Simply put, Sanhua swiftly takes the field, deals massive DMG, and then leaves it to the next DPS who relies on their Basic ATK.
A-Tier
Most of the A-Tier characters in Wuthering Waves are units that are powerful enough to carry their team DMG or Support. However, they’re either lacking a bit of juice or are outperformed by someone else.
Rover (Havoc)
Havoc Rover has the ability to nuke enemies with their insanely good Resonance Liberation. Everything in their kit works together to ensure Rover can cast their Ultimate every 16 seconds. Their kit is very simple and straight to the point. Team them with characters that regenerate energy and buff their Resonance Liberation and you have a strong nuke team in Wuthering Waves.
Calcharo
Calcharo is a very dangerous mercenary who defeats his targets with his Electro DMG. Using his Broadblade, Calcharo heavily depends on his Basic and Heavy ATK to deal DMG, especially during his Resonance Liberation. Calcharo’s combos are strong and allow him to continuously deal damage effectively to single or multiple targets at once.
Jianxin
Jianxin can do it all in Wuthering Waves. Whether it’s shielding, healing, controlling enemies, blocking DMG, or dealing DMG, everything in her kit is designed to make her the jack of all trades. Unfortunately, since a large portion of her kit is Supportive, it’s hard for her to compete with other DMG dealers. Therefore, using Jianxin as a Support makes her a deserving A-Tier unit in Wuthering Waves.
Danjin
Danjin has very complicated mechanics, but upon mastering her techniques, she becomes one of the best DPS in Wuthering Waves. Her main source of DMG is divided between her Heavy ATK and Resonance Skill, which is very good since she heavily relies on both.

She’s a character with a high Skill ceiling but rewarding for the players who are willing to dive into it.
Baizhi
Baizhi is a Support dedicated to healing in Wuthering Waves. Her utility and simple mechanics let her be viable in any team composition. This is good considering she’s a free character. Baizhi is excellent at healing and has a small ability to buff her team, but all that can’t earn her an S-tier because of how great Verina is at doing exactly the same.
Youhu
Youhu is a healer who has a buff for Coordinated Attacks. Although there are many Coordinated Attack Resonators, as of version 2.0, there’s no main DPS that relies on Coordinated Attack. This is why she’s not widely used in Wuthering Waves teams.
Nevertheless, Youhu can still work to buff the sub-DPS, such as Mortefi in Jiyan’s team, Yinlin in Xiangli Yao’s team, or Zhezhi in Jinshi’s/Carlotta’s team.
B-Tier
B-Tier characters in Wuthering Waves are not bad, they’re just outperformed by other units that have more DMG or utility or are superior in their specific niche.
Yangyang
Yangyang is an excellent battery with a good enough DMG to earn her a Sub-DPS role in Wuthering Waves. When triggering her Outro Skill, Yangyang can grant the next unit up to 20 energy. This can be perfect for units that desperately need energy to cast their Ultimate.
Lingyang
There’s something unique, yet weird things about Lingyang’s mechanics. He’s clearly not worked to take on many enemies since he’s often having a terrible time knowing where he’s standing. Take all that aside, Lingyang is a single-target beast (quite literally) who can melt down bosses with ease.
Rover (Spectro)
Spectro Rover in Wuthering Waves mostly relies on their Resonance Skill and Liberation to deal DMG. After acquiring their S4, Rover will have the ability to slightly heal the team, which can transition them into a more Supportive role. However, they still have a limit to their DMG and utility in combat.
Chixia
As a starter character, Chixia’s gameplay is extremely simple and offers nothing but shoot enemies until they’re down. Her Resonance Chain greatly improves her DMG and makes her viable as a main DPS. However, she will still be underwhelming when compared to some of the top-tier DPS units in Wuthering Waves.
Aalto
Aalto is extremely fun to get around the open world in Wuthering Waves. His ability to troll enemies and taunt them with his Basic ATK and Resonance Skill is hilarious and very useful in these situations. However, when it comes to endgame content and holding his own against enemies that want to shred you to pieces, he falls hard in the ranks to settle as a B-Tier unit.
Lumi
Lumi is a fun character with high mobility who can also buff Skill DMG for DPS like Jinhsi and Carlotta. Sadly, she’s not really made for a supportive role, as she needs quite a lot of field time to activate her Outro Skill.
Yuanwu
Yuanwu is somewhat similar to Mortefi, where he gives a coordinated attack via his Resonance Skill. However, the main difference is that Yuanwu scales with DEF, and unlike Mortefi that gives ATK buff on his S6, Yuanwu gives DEF instead. This means he should work well in a DEF-focused party, but he also works in teams that need coordinated attacks, like Jinhsi’s team comp in WuWa.
Taoqi
Taoqi is a Support who shields her team and buffs their Resonance Skill in Wuthering Waves. On paper, her kit is acceptable and can work with a couple of characters to enhance their power. However, on the battlefield, Taoqi suffers from taking so much time to set up her utility, and that doesn’t help anyone in a game that focuses on timed content.
