To upgrade weapons in Freedom Wars Remastered, players must progress through the main story until reaching Level 002 Code Clearance. At this stage, CODE 2 Sinners gain access to the Facility Management Function via the Personal Responsibility Portal. In the Weapon Development Facility, players can manage all their weapons. Upgrading requires specific resources as well as your hard-earned Entitlement Points. However, this cost can be reduced by enlisting the help of a Citizen. A variety of Citizens are available, each offering a different reduction rate based on their Facility Manager Aptitude. It may sound complicated, but the system is straightforward once you try it.

With these permits, you can upgrade any weapon of your choice and stick with it, donating Low-Grade weapons found during missions for a reduced sentence and additional Entitlement Points.

The first upgrade in the Weapon Development Facility unlocks the “In Search of the Strongest Weapon” trophy/achievement, with more achievements tied to the upgrading system, making it appealing for trophy enthusiasts. The damage difference between two weapons of different Grades is significant, encouraging players to dedicate time to improving their gear.

Lastly, players can access the Ability Development Facility within Facility Management, but this unlocks later in the game.
