The Marines form one of the Three Great Powers in the One Piece world and are certainly extremely important to curb the influence of pirates on the seas, as well as reduce criminal activity in general. The Marines have been prevalent in One Piece right from the very beginning, and as the story has continued, their importance has only grown. While the Marines can be seen as generally good guys on the surface due to having to do the job of curbing the influence of pirates, they are quite a complex bunch themselves, with some of them being somewhat villainous, and others being outright evil.

The current order of Marines is rotten right to their very core, and they inevitably need reform come the end of One Piece. Once the story sees the conclusion of the Great War, it is highly likely that fans will see a completely different version of the Marines, and this group is going to be very important in maintaining peace all across the world.

The goal of the Marines in the Great Age of Piracy has largely been curbing the influence of pirates. After all, Roger’s great speech which announced the existence of the One Piece saw to it that there was an influx of pirates that took to the seas. With more pirates than ever before setting out to claim the treasure, the Marines had their work cut out for them and they set out to stop their rapid growth. On the surface, this appears to be a noble goal. After all, Pirates are lawless and, more often than not, create chaos in trouble wherever they go. The Marines stopping and arresting pirates cannot possibly be a bad thing, at least on paper. However, the reality of things is far different.

Just like any other person, Pirates can be good and bad in the One Piece world, and the Straw Hat Pirates being the protagonists and the savior of multiple countries is proof of that. Similarly, the Marines can be good and bad as well. All Marines are not necessarily good, and all of them are not evil either. There are certain Marines that fans absolutely despise, and some of them actually have a shred of honor.
There are certain Marines who can go on to kill in the name of justice. These are the followers of Absolute Justice who have, in the past, gone on to sacrifice even innocent lives if it means their goal was fulfilled. The likes of Akainu and Onigumo, among others, are followers of Absolute Justice, which is truly a terrifying mentality. While Absolute Justice itself is a belief that needs to go, there is much worse within the ranks of the Navy, and quite a lot of it stems from the very top, that is, the World Government. The entire order of the World Government is corrupt. This organization was set up by 20 Rulers after the event of the Void Century war, with its sole goal being to firm its grip all over the world, as well as erase the history of the 100-year war. The World Government is the most corrupt organization and the Marines are simply its military face. As such, the Marines are, in a way, on the wrong side of things right now.
Why The Marines Need A Reform
The Marines Need To Be A Truly Just Organization
As has already been established, the Marines, despite having a just goal, are on the wrong side of things. This is simply because they work for the World Government, who are largely evil and have maintained control over the world for centuries upon centuries now. The Marines being the military face of the World Government is certainly not something to be proud of, and once the truth comes out about the World Government, the Marines absolutely cannot continue following the world government in good faith. Many members of the Marines are likely going to question the government’s authority, and that is to be expected. As such, the Marines themselves need a massive reform.
They cannot simply go on following the World Government, because if they do, then their own legitimacy will be reduced to absolutely nothing. If the Marines are to avoid being an illegitimate group chasing down criminals and capturing them, then, they need to do things the right way, and that is to remove the corruption from within their own ranks first.

The Marines will likely aid in taking down the corrupt leaders of the World Government, and when that happens and the Great War finally ends, reform is likely to be observed within their ranks.

Of course, all the Marines cannot be eradicated if the organization implodes. It is highly likely that some individuals, likely those with the belief of Absolute Justice, are going to be the ones who face the wrath of the good Marines, likely led by the likes of Fujitora. The others are going to be stripped of full authority and power and likely not be allowed to come anywhere close to this organization ever again.
The New Face Of The Marines In One Piece
The Young Generation Raised By Garp Will Be The Future
If the Marines do eventually lead a coup and fight against the same World Government that created them, fans will most likely see a completely different Navy at the end of One Piece. This is simply because the corruption of the World Government will be no more. A new Government may be introduced by Dragon, which means the Navy will also see changes within their ranks.
First and foremost, the followers of Absolute Justice would be eradicated and expelled from the organization. Fans cannot expect to see the likes of Sakazuki and Onigumo, among others, to be a part of the Marines once the World Government is gone. They will likely have to go with the old order, especially because of their evil mentality.
At the same time, it must also be remembered that the likes of the old generation, that is, members like Sengoku, and Garp, among others, will likely not be part of the organization anymore. This also means that newer blood will have to rise, and this is where the generation of Koby comes into play. Koby, Prince Grus, Kujaku, Hibari, and Tashigi, are going to be at the forefront of the new Navy.
They will have grown tremendously strong by this point in the story, enough to reach the ranks of Vice Admirals and Admirals. Then, there exists Smoker, who will likely be the face of the new Marines, and eventually rise to the position of Fleet Admiral. This new Navy organization will be truly just, and fans absolutely cannot wait to see what they end up delivering once the Marines come crashing down.
