From the very start of the series, Luffy has had the dream of becoming the King of the Pirates, which was a title that once belonged to the legendary Gol D. Roger. Throughout One Piece, there have been many implications and hints towards the likeness of these characters, not only in terms of their dreams and goals, but also in terms of their designs and personalities. More than just looking similar and wearing mostly red, they are incredibly goofy and are almost always shown to be smiling, which is something common with most members of the D Clan.
These things cannot be stopped: Inherited Will. People’s dreams. The ebb and flow of the ages. As long as people seek the answer to freedom, these will never cease to be!
For quite some time, fans believed that they shared some familial bond beyond that of only belonging to the D Clan, but this theory ultimately didn’t go anywhere. Garp is known as the Hero of the Marines due to his incredible strength, which made him the Navy’s answer to the Pirate King, Gol D. Roger, himself. For the longest time, Garp wanted his child to join the Navy in his footsteps, and despite Dragon starting on this journey, he eventually became the world’s most wanted criminal as the leader of the Revolutionary Army. Later, he wanted the same for Luffy, but his grandson eventually took up the pirating life, leaving Garp without a proper successor to join the Navy. However, here’s where Koby came in.

Koby always wanted to be a Marine and was taken under Garp’s wing early on in the series, eventually rising up the ranks to become a Captain in very little time. Due to this, many believe that he is the manifestation of Garp’s will. If this is the case, there will very likely be a team-up of Luffy and Koby to defeat Blackbeard towards the end of the story, similar to how the events of God Valley played out with Roger and Garp joining forces to defeat Rocks.

As of the current time of writing, very little is known about Rocks D. Xebec, only that he was an incredibly powerful pirate who had ambitions to become the King of the World. His crew was filled with some of the most powerful and influential pirates of all time, including Whitebeard, Kaido, and Big Mom, though they only really joined the crew to further their own goals rather than having any sentimental value with it. This sounds especially similar to Blackbeard’s crew, as does he to Rocks himself.
People’s dreams… have no end!
Although very little is currently known about Rocks, he and Blackbeard are very similar aesthetically and they both have dreams of becoming kings with absolute power. There are dozens of theories as to who Rocks was and what relationship he could’ve possibly had with Blackbeard, ranging from them being the same person to even Blackbeard being Rocks’ son. Besides all of that, it’s clear that Blackbeard is Rocks’ reincarnation and has even inherited the same will to become the King of the World.
