Ocular Jutsu, AKA dojutsu, have come a long way since the beginning of Naruto. Where there were once only three, there are now a dozen dojutsu (not counting the different forms of Sharingan). But now that there are so many, which ones stand above the rest?
Admittedly, it’s impossible to determine one single dojutsu that’s objectively better than all the others, because not every dojutsu serves the same purpose. You can’t compare the Sharingan to the Senrigan because the Sharingan is mainly used for combat, while the Senrigan is used for gathering information. So, to make things fair, the dojutsu will be judged in three categories: combat, reconnaissance, and stealth.

Rinnegan or Tenseigan
Best Dojutsu for Combat
The battle for the best combat dojutsu is a tight one between the Rinnegan and Tenseigan. Their effectiveness in combat is close enough that a fight between users of these two dojutsu would mostly depend on who the users are because the Rinnegan seems to provide a unique power for each individual who can use it.
The Rinnegan is revered as the strongest of the “Three Great Dojutsu”, and with good reason. Like the Byakugan, the Rinnegan allows its user to view a person’s Chakra pathway system with the bonus of being able to see invisible barriers. Like the Sharingan, Rinnegan users can also learn any jutsu they observe, with the bonus of instantly mastering that jutsu. The user also gains mastery of all five nature transformations, so they can easily master jutsu that aren’t in their natural element. Additionally, the Rinnegan allows users to access the Six Paths Technique, giving them an incredible array of moves to overwhelm any opponent they face. A user of the Rinnegan can also summon the Demonic Statue of the Outer Path, which can devastate an entire battlefield. As mentioned above, users of the Rinnegan also gain abilities that are unique to each user. For example, Sasuke gets a couple of unique Rinnegan powers, such as swapping places with a person or object within sight and range and superhuman pattern recognition. On the other hand, Momoshiki’s Rinnegan allows him to absorb and release ninjutsu using his right and left eyes respectively.
For the longest time, the Byakugan was seen as the weakest of the “Three Great Dojutsu”, but its evolved form, the Tenseigan, is looking like one of the best Dojutsu there is for fighting. The Tenseigan allows its user to enter a Chakra Mode similar to Naruto’s Nine-Tails Chakra Mode, giving them significant power, durability, and speed buffs. Toneri, who used the Tenseigan’s Chakra Mode, could keep up with Naruto’s Sage Mode-enhanced Nine-Tails Chakra Mode, which tells you all you need to know about how big of a boost it is. Apart from the stat boost, the Tenseigan also allows its user to use Truth-Seeking Orbs. Yes, those tiny balls that can decimate entire swaths of land and give its user all five nature transformations and Yin-Yang Release. The Tenseigan also gives its users control over attractive and repulsive forces, which are strong enough to pull the Moon itself towards Earth. Lastly, the Rinnegan isn’t the only dojutsu that can summon giant monsters, because the Tenseigan can summon a huge golem that’s strong enough to put up a fight with Kurama.
Special Mention: The Rinne Sharingan
Before moving on to the next category, the Rinne Sharingan deserves a special mention for being one of the best combat dojutsu. Kaguya’s Dojutsu allows for the Infinite Tsukuyomi, which can trap the entire world in a powerful genjutsu. The Rinne Sharingan can also be used to bring one of Kaguya’s personal dimensions to her current location, giving her a home-court advantage of sorts. Aside from its unique powers, the Rinne Sharingan also shares all of the Sharingan’s powers, according to Naruto: Shippuden episode 421, “The Sage of Six Paths”. There’s an honest chance that the Rinne Sharingan is stronger than both the Tenseigan and Rinnegan, but there’s just so little that’s been done with it in the manga and anime that it’s hard to tell its true potency in battle.

Senrigan
Best Dojutsu For Recon and Intel Gathering
Many dojutsu excel at scouting and gathering information, like the Byakugan and Jogan. There’s even an unnamed dojutsu from Naruto Shippuden the Movie that allows its user to view a target’s future. The movie is non-canon though, and the dojutsu itself cannot be controlled and activated involuntarily, which is a massive downside.
The dojutsu that’s the best of the best in terms of recon is the Senrigan, currently in the possession of Ada. The Senrigan has the insane ability to allow its user to view and listen to anything happening in the world, not just in the present, but at any time in the past up to the user’s birth. Check that, it’s not just events happening in this world, as the Senrigan can also peer into different dimensions. Being able to eavesdrop on your opponent’s plan and view their abilities no matter where they are in the world is an incredibly busted ability. The Senrigan’s only limitation is that it can’t view spiritual and mental planes, so, for example, a mental conversation between a jinchuriki and their tailed beast is out of bounds for a Senrigan user.
Kokugan
Best Dojutsu For Stealth
Weirdly enough, despite being advanced techniques used by literal ninjas, dojutsu rarely give their user a stealth advantage, unless you count observing an enemy from miles away as stealth. But if you’re talking about getting up close and personal to your opponent without them noticing or hiding important possessions or valuable objects, there’s no better dojutsu than the Kokugan. The Kokugan’s main ability is to shrink its user and any inanimate object they want within sight. It can also store the shrunk-down objects in a pocket dimension that the user can access at any time. Now, shrinking might seem pointless if your opponent can just sense your Chakra; but the Kokugan has another ability that allows its user to summon big black cubes that can block sensory abilities. Finally, the Kokugan also allows the user to summon space-time portals to move between different locations and even dimensions, making it the perfect dojutsu for going anywhere unnoticed.
