Luffy being close to the One Piece only means that he’s going to get more infamous with time and receive higher bounties. In fact, Luffy receiving a new bounty in Elbaf, which is the current Arc of One Piece, has already been set up.
How Luffy Got His Current Bounty

Luffy is, quite easily, one of the most infamous pirates in the world of One Piece right now. His strength is absolutely immaculate, and he has reached the elite tier by defeating Kaido in the Wano Arc. This Arc was significant for Luffy’s growth. This is where he went from a high-level pirate to an elite one, joining the likes of Shanks, Blackbeard, and others in the process. Luffy gained a multitude of power-ups in the Wano Arc. Not only did he advance his Armament Haki to the next level, but at the same time, he also advanced his Supreme King Haki, and most importantly, awakened his Devil Fruit. All these powers combined to make Luffy an absolutely monstrous pirate who could go toe-to-toe with Kaido in battle, and even go on to defeat him.

Undoubtedly, Luffy was an absolute monster in combat towards the end of the Wano Arc, which meant that it was inevitable for him to rise through the ranks and become a Yonko himself. When Luffy became a Yonko, his bounty was revealed to be 3 billion berries. Much to the surprise of fans, this bounty was rather lower than what he actually deserved. To put it into perspective, Luffy has the same bounty as the likes of Kid and Law at this point in time, despite being significantly stronger than them. If Kid and Law are pirates worth 3 billion berries, then Luffy is a pirate worth much more. Based on the power levels of the other Emperors, Luffy should be hovering closer to the 4 billion berry mark, if anything.
However, that doesn’t take away anything from Luffy’s level of strength and his accomplishments. Fans know that it is only a matter of time before he ends up receiving another bounty, because as always, Luffy is going to be in the thick of it, fighting against strong enemies, liberating nations, and at the same time, making an even bigger name for himself, all the while getting closer to the grand treasure that is the One Piece.
Why Luffy Did Not Get A Bounty After Egghead
Egghead Was Never Supposed To Be An All Out Battle For Luffy
Many fans believed Luffy to get a higher bounty in the Egghead Arc. After all, this arc saw Luffy combat against the World Government forces and break through a Navy gathering even bigger than a Buster Call. The vast majority of the fans believed that Luffy would go on to rise even further in terms of infamy after this arc. However, that did not happen, much to the disappointment of some readers. But, there is certainly a reason for that. For one, Egghead was only the beginning of the Final Saga of One Piece, which meant that it was supposed to be a slower buildup towards much greater events. At the same time, fans need to remember that Egghead was not an all-out battle against the Navy, or any other individual.

All the enemies that Luffy fought were actually weaker than him, and the ones who were stronger were not confronted in an all-out battle. For instance, Luffy fought and beat Lucci in the Egghead Arc. It goes without saying that Lucci is far weaker than him, and his defeat against an Emperor was certainly not a surprise to anyone.

Similarly, Kizaru fought against Luffy and ended up getting paralyzed. Once again, Kizaru fighting against an Emperor and being paralyzed is no surprise. In a battle against an Emperor, he is likely to lose anyway, which means that this does not shock the people of the One Piece world at all. Luffy is simply living up to his reputation by doing all these things. However, the Five Elders are a different thing entirely. Luffy fighting and defeating the Five Elders would most certainly have earned him a very high bounty. If Luffy had managed to defeat any member of the Elders, right now, his bounty would have skyrocketed.
But, as fans know, when the battle against the Elders began, the goal was to safely evacuate from Egghead and make a run for it, carrying Vegapunk, and just about everything else that was valuable, with them. Luffy did not engage in a battle with any Elder beyond delivering a few blows to slow them down and continue towards escaping. This is the biggest reason why Luffy did not deserve a newer bounty after the Egghead Island arc. But, Elbaf is going to be different.
Why Luffy Will Get A New Bounty In Elbaf
Elbaf Will See Luffy Step Up And Beat Enemies
Although it would have been premature for Luffy to get a new bounty after Egghead, Elbaf is a different thing entirely. This is a major Arc that is likely going to be comparable to Wano itself. It is also an arc where Luffy will absolutely get a new bounty, and that has essentially been confirmed with the arrival of two new villains in the story. As was seen recently, Elbaf saw the introduction of two members affiliated with the World Government, presumably the God’s Knights. These are likely to be the ultimate villains of this arc, with possibly more reinforcements from the World Government joining in. This time around, there is absolutely going to be an all-out battle, and Luffy intends to fight here, especially if his enemy is going to be the Shanks look-alike.
This is going to be quite a challenge for Luffy, and most likely, his biggest and also the most serious battle after the one against Kaido. This time around, Luffy cannot simply run, and will have to take down the Government officials. In taking down the Shanks look alike, Luffy will earn himself a new bounty for two reasons. For one, Luffy will officially engage in combat against the World Government, declaring himself an even bigger enemy, and secondly, Luffy will have beaten a Celestial Dragon, which, as fans know, is a massive crime in the world of One Piece. This would prove to the world that Luffy is only getting stronger, managing to keep up with the other Emperors, and, after the events of Elbaf, Luffy’s bounty is going to rise significantly if he manages to defeat these monstrously powerful individuals.
